Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charleston, SC, hereafter referred to as SSCC requires a consolidated support contract for critical integration, upgrade, and testing of Management and Control (M&C) systems in ship and at shore facilities, including associated engineering, technical, and logistics support services to support expanded requirements directly related to the Communications Division, Code 52 in-house capabilities. Communications automation programs such as Teleport Management and Control System (TMCS), Element Management System (EMS), and Automated Radio Communications (ARC) are assignments SSCC expects to continue in order to support the modernization of the existing communications infrastructure. The required Software Engineering and support services for Management and Control (M&C) systems are a continuation and consolidation of prior and on-going contract activity administered by SSCC in support of Space and Naval Warfare Systems Command (SPAWAR), along with Defense Information Systems Agency (DISA), the Federal Emergency Management Agency (FEMA), and other Federal agencies. Specifically the software engineering and M&C Support Services will provide continued support for the Teleport Management and Control System (TMCS), FEMA's Communications Control System, the Element Management System (EMS), the Automated Radio Communications (ARC) System and similar efforts as current and future enhancements are deployed. In addition to the foregoing, SSCC expects related tasking in support of other modernizing efforts for existing communications infrastructure. The primary places of performance include the Charleston, SC, Norfolk, VA, and San Diego, CA areas; aboard U.S. Naval Ships, U.S. Naval Shore Stations, FEMA Locations and at Joint Service locations worldwide. A brief description of the primary support areas is provided below. 1.1 Teleport Management and Control System (TMCS) - The Teleport Management and Control System (TMCS) provides the integrated and automated management system that monitors and/or controls functions for the Earth Terminal Segment (C, X, Ultra-High Frequency (UHF), Ka, and Extremely High Frequency (EHF)), Baseband Segment, electronic matrix switch, transmission security (TRANSEC) equipment, test equipment, and other facility specific functions for the Teleport program. TMCS provides remote monitoring and control of major Teleport functions, and the overall management of the Teleport system. The TMCS capability minimizes the amount of hands- on/manual functions required by Teleport support personnel. Control is maintained through the use of computer terminals and a local area network (LAN), and also provides for remote monitoring capability at the Theater NetOps Center (TNC). At the completion of TMCS Build Three, there will be nine Teleport sites, one each located in Northwest, VA; Fort Buckner, Okinawa; Wahiawa, HI; Lago di Patria, Italy; Ramstein, Germany; Camp Roberts, CA; Landstuhl, Germany, Bahrain and Fort Monmouth, NJ. 1.2 FEMA Communication Control System - The FEMA Communication Control System solution will provide an enhanced and fully supportable capability to enable remote management, configuration, monitoring and control of the selected FEMA National Radio System (FNARS) voice communications systems. The solution will also employ several network, communications and hardware components that will enable remote and local M&C capabilities to be extended to all Radio (HF/SATCOM/VLF) assets. This distributed capability is expandable to control RF assets throughout the FEMA RADIO voice communications system region should it be desired in the future. A Cost Plus Fixed Fee type contract is contemplated. Contract award is estimated to be December 2007. Numbered Note 22 applies
