- The U. S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Canberra Industries, Inc, 800 Research Parkway, Meriden, CT, to provide analytical laboratory equipment. The associated North American Industry Classification System (NAICS) code is 334516 which has a small business size standard of 500 employees. The required delivery date is no longer than 9 months after receipt of award. The contractor will deliver to the U.S. Environmental Protection Agency radiation laboratory located at 944 East Harmon Ave., Las Vegas, NV 89119. The Contractor shall provide two (2) Gamma spectroscopy instruments capable of analyzing 4 inch and 2 inch filter paper samples. EPA's laboratory is run by the Canberra Genie 2000 software which links up with other parts of our laboratory. The provided equipment must be compatible with the Canberra Genie 2000. Based on this requirement, it is the Government's belief that no other contractor can provide the equipment. Therefore, the supplies are deemed to be available only from one source. The unit shall meet the following specifications: Unit shall be capable of performing gamma spectroscopy (60 to 2000 KeV) on a minimum of 50 air filters with a diameter of 4 inches automatically via a vertically stackable sample changer. The unit must also have an adapter system for the ability to analyze 2 inch filter paper samples. The unit must use a broad energy range detector with a carbon fiber window (OR have the sample carrier system be made of a material to allow low energy gamma rays ? less than 60 KeV- to penetrate the carbon fiber window without attenuation. Unit shall have internal controller electronics for sample changer. Unit shall have a digital multi-channel analyzer and have lead shielding with graded copper and/or tin lining. The unit shall have a broad energy high purity Germanium (HPGe) detector fitted with a carbon fiber window (no Beryllium shall be accepted). The unit shall have software that must be compatible with Canberra?s Genie 2000 and APEX software for compatibility with the entire gamma system used within the laboratory. Unit shall be capable of connecting to laboratory?s current configuration using Canberra?s AIM?s modules and digital multi-channel analyzer and networked interfaced to be controlled by Canberra Genie 2K software. The contractor shall provide diagrams, digital pictures, or other engineering schematics for proof of concept of working unit within 90 days of contract award. No Solicitation is available. The intent of this synopsis is to determine if any additional source (s) exist and, therefore, no Request for Proposal (RFP) is available. All interested parties who believe they can provide the required supplies should fully explain their capabilities in writing within 15 days of the date of this announcement. Any response (s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter, calling or requesting a FAX copy of an RFP will be ignored.
