Description

Provide A-E Design Services to complete "Project #508-07-105ES Replace Chillers, Main Tower" of the VAMC located at 1670 Clairmont Rd, Decatur, GA. The existing chiller plant has 3 existing centrifugal chillers of approx 1000 tons each. Work shall involve replacement of two of the three existing 1000 ton chillers with two new chillers. One of the two new chillers will have a 2200 ton capacity and the other will have a 1000 ton capacity, thereby increasing total chiller plant capacity to approximately 4200 tons. Design will include, as a minimum, installation of new chillers, new piping, new chilled water pumps, new electrical power supplies, and new chiller plant DDC control system compatible with existing hospital wide DDC Tridiuum Network. Include design for any other mechanical equipment as needed. Design shall include integration with existing hospital Tridiuum network. Design shall also include provisions to install temporary portable chillers and/or phased replacement of chillers, pumps, etc. during periods of cool weather. Design will include general architectural, plumbing, civil, structural, HVAC, mechanical, and electrical disciplines. Also, the A-E shall also provide any civil structural, architectural, electrical, & mechanical investigative work of existing systems necessary to insure the accuracy of your design, prepare any measured drawings of existing systems or facility required to insure the accuracy of your design, and conduct a fire and life safety peer review of the project. Design services shall also include investigative work, prepare construction, documents, perform construction period services, conduct site visits, and conduct a fire and life safety peer review of the project. The A/E selection criteria shall include: (a) Proposed management plan; (b) Previous experience; (c) Professional qualifications (d) Facilities location; (e) Proposed design approach; (f) Cost control: (g) Schedule control; (h) Estimating effectiveness; (i) Experience and capabilities in the following areas: value engineering, life cycle analysis, critical path method, fast-track construction, energy conservation, new energy sources, environmental assessment, specialized experience, computer aided design, drafting, and other computer applications; (j) Awards received; (k) Circumstances and outcomes of any litigation you have been involved in over the past five years; (l) type and amount of liability insurance you carry; (m) background of proposed key personnel. Eligible firms must be located within 230 miles of this VA medical facility. EST construction range is between $1,000,000 and $2,000,000.
