- ARCHITECT-ENGINEER (A/E) DESIGN SERVICES FOR PROJECT No. 526-04-120ES, Upgrade Emergency Electrical System. THIS IS NOT A REQUEST FOR PROPOSAL (RFP). THERE IS NO RFP PACKAGE TO DOWNLOAD. The James J. Peters VA Medical Center, Bronx, NY, is seeking qualified Architect-Engineering (A/E) firms for award of a firm fixed price A/E contract to provide preliminary design services, working drawings and specifications, construction period services and site visits. The A/E will be required to provide a viable/alternate phasing of project construction into three (3) separate phases, each dependent upon the others. The design will concentrate on the installation of emergency generators, transfer switches, and electrical distribution systems to comply with NFPA requirements. Currently, this medical center's emergency electrical distribution system is not in compliance with NFPA and major utility systems are not on emergency power and there are not three (3) distinct electrical risers as required by code. The construction cost range is between $5 million and $10 million. The NAICS code for this project is 541330, business size standard is $4.5 million. A/E contract award is anticipated in August 200-7. Area of consideration is restricted to 100 miles radius of the Bronx VA. Primary disciplines that will e involved in the design effort will be mechanical, electrical, civil, architectural and structural. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: (1) Specialized experience and technical competence of the firm. Demonstrate that you are currently and regularly engaged in engineering and design of electrical distribution systems as one of you8r firms principal areas of electrical expertise (including a joint venture or association), (2) specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team, (3) Professional capacity of the firm in the designed geographic area of the project to perform work, (including any specialized services) within the time limitations, (4) Past record of performance on contracts with the Department of Veterans Affairs. This factor may be used to adjust scoring for any unusual circumstances that may be considered to deter adequate performance, (5) Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located, (6) Demonstrate sucesss in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design, (7) Inclusion of small business consultants, and/or minority owned consultants. SUBMISSION REQUIREMENTS: Submission information incorporated by reference is not allowed. The total number of pages for a single submission will not exceed 100. All submissions must be bound in sine manner. All interested firms are required to submit two (2) copies of SF 330 to the Contracting Officer listed, James J. Peters VA Medical Center, Room 9B-22, 130 West Kingsbridge Road, Bronx, NY 10468 by 3:00 PM local time on August 13, 2007.
