Description
1.Description: The U.S.Army, Kansas City Engineer District, (COE)intends to issue a solicitation for work and services in FY-07 for long term Project Management located largely at 601 East 12th Street, Kansas City, Missouri. The general scope of work includes, but is not limited to, Long Term Project Management and Support of Programs and Project Management Information System, P2, and General Project Management Services, including PM/P2 training and process development within the United States Army, Corps of Engineers. The work and services are procured in accordance with FAR Part 37, and using the preferred performance-based acquisition method of acquiring services, pursuant to Public Law 106-398, Section #821. The services a re required to support Project Management and related Information System, P2 and General Project Management Services within COE. At this time, no organized site visit is planned for this solicitation. If the government does schedule a site visit, the detai ls will be included in the solicitation. 2.CONTRACT INFORMATION: The service contract may consist of a base period year and a maximum of four one-year option periods covering a five year overall period. The total of work will not exceed $5,000,000.00 for this contract. Work will be issued by n egotiated firm, fixed-price task orders. Award of the first contract and task order is anticipated in the fourth quarter FY-07. Funds are not presently available for the contract. The solicitation will be available on or about 26 July 2007 and Proposals will be due on or about 10 August 2007. The solicitation, including any amendments, shall establish the official opening and closing dates and times. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlin ed in Federal Acquisition Regulations, Part 15, for Best Value. The North American Industry Classification System, NAICS, Code for this project is 541511, with a size standard of $23 million. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for th e last 3 fiscal years, does not exceed the size standard stated above. 3. THIS SOLICITATION WILL BE UNRESTRICTED - Therefore, this project is open to both large and small business, and proposals for all responsible sources will be considered by the Kansas City Engineer District. If a source is a large business, and the propos al exceeds $1 Million, that offeror will be required to submit a Small Business Subcontracting Plan with goals based on percentage of total subcontracted dollars. The targeted goal percentages for this project are : -1. at least 51.2% of a contractors int ended subcontract amount be placed with small business, SB, including small, disadvantaged business, SDB, and women-owned small businesses, WOSB, -2. at least 8.8% of a contractors subcontract amount be placed with SDB, -3. at least 7.3% of a contractors intended subcontract amount be placed with WOSB; and -4. 4.3% placed with HUBZone small businesses, and 1.5% placed with service Disabled Veteran Owned Small Businesses and 1.5% placed with Veteran Owned Small Businesses. The plan is not required with in itial submittal. New procedures being implemented for U.S. Army Corps of Engineer solicitations will require that all potential offerors to include Prime Contractors, subcontractors, suppliers, plan rooms and printing companies register in CCR and FedTeDS in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format as an Electronic Bid Set (EBS) at the FedTeDS website, http://www.fedteds.gov . You can access the FedTeD S website from FedBizOpps by clicking on the link labeled Technical Data Package, then in the next screen, clicking on the link labeled Available via the FedTeDS website. There will be no printed hard copies or CD-ROM Disks provided by the agency. - No te: Plan Rooms, Printing Companies, and various Trade Associations frequently register as Plan Holders for electronic solicitations, and make them available in printed or CD-ROM format for a fee. Potential offerors with limited printing or downloading capa bilities should consider these alternatives. Interested parties can only access the solicitation, including any amendments, at the FedTeDS website, http://www.fedteds.gov . Vendors must be registered with FedTeDS in order to access solicitations posted the re. Before you can register at FedTeDS, you must be registered in CCR, see below.
