- NASA/ARC has a requirement for simulation of launch abort system exhaust plumes with downstream surfaces- Phase 2 - extended measurements and scaling methods. NASA/ARC intends to purchase the services from Sustainable Technology, LLC of 2829 Ohara Drive, Tallahassee, FL 32309-3244. The contractor has previously acquired an extensive base of flow measurements for the specific jet conditions required for this study. This task is a follow-on to a previous study and will extend the measurement range of that study. The contractor will provide a hot jet test facility to obtain these extended measurements. The objectives of this study include the following: Extend measurements of pressure fluctuation for a simulated CEV surface exposed to hot, warm and cold exhaust plumes beyond the spatial regions specified in the previous study (Phase 1). The cylindrical surface will be placed at various locations and orientations that are based on the CEV - ARES schematic arrangement provided by NASA. Verify scaling relations, and their range of applicability, for the effects of jet temperature and Mach number on the fluctuating pressure level and its spectrum, using data from this study, as well as data from prior studies and rocket tests. The contractor must meet the following requirements: A. Set up model experiment in a contractor-supplied hot jet aeroacoustic facility to measure unsteady surface pressures on a government provided model equipped with government provided unsteady pressure transducers. Jet temperature capability must exceed 1500 degrees F. B. Mount this model on their contractor-supplied model positioning system and acquire data while operating their hot jet facility at a predetermined set of flow conditions and positioning the model at a predetermined set of positions and orientations. C. Obtain Data measurements including unsteady surface pressure signals, thermal sensors, jet conditions of temperature and flow rate, near-field microphone levels and jet flow plume total pressure. D. Provide data in tabular/graphical format, and include flow data from previous studies where applicable to document flow conditions and characteristics. The Government intends to acquire a commercial item using FAR Part 12. Interested parties may submit a written capabilities statement to Jason L. Koski no later than 12:30 PM PST on 07/18/2007. Please reference NNA07208986Q-AMJ in any response. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
