Description
This is a combined synopsis and solicitation. THE ENTIRE SOLICITATION IS ATTACHED; NO FURTHER SOLICITATION WILL BE ISSUED. This requirement is being procured in accordance with FAR Part 13, Simplified Acquisitions Procedures. The office of National Marine Fisheries Service (NMFS), Northwest Fisheries Science Center (NWFSC) located in Seattle, WA intends to acquire services to collect samples for stable isotope analysis from approximately 50 streams throughout the John Day Basin. Stable isotopes are becoming a vital tool to answer important questions about the ecology and conservation of threatened and endangered species. Stable isotopes are useful for informing about the diets of threatened and endangered species, where these taxa function in food webs and the impacts of anthropogenic activities on these species. Because of the valuable insights provided from stable isotope analysis, the Northwest Fisheries Science Center would like to begin including isotope monitoring in watershed monitoring programs. We wish to add this type of monitoring to one current monitoring program. This project will function as a pilot program in that results from these efforts will be used to determine the value of adding stable isotope monitoring to other intensive watershed program monitoring projects throughout the Northwest. The NWFSC is currently managing a large-scale intensive monitoring program in the John Day Basin. The statement of work outlines a stable isotope monitoring plan for this basin. The period of performance is through 30 September 2008. ALL PROPOSALS RECEIVED WITHIN 15 DAYS AFTER DATE OF PUBLICATION OF THIS SYNOPSIS WILL BE CONSIDERED BY THE GOVERNMENT. THIS IS A SIMPLIFIED ACQUISITION WITH AN ESTIMATED VALUE OF LESS THAN $100,000.
