Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ70053 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke has a requirement for Lodging and Conference Services. Specifically, the NINDS requires conference services and lodging amenities from May 19-21, 2008. A start time of 10:00 am on May 19, 2008 and an end time of 1:00 pm (including lunch) on May 20, 2008. A location more than 45 minutes but less than 90 minutes drive from NIH, Bethesda, MD campus to afford a setting away from work distraction, yet within a reasonable commute. A facility whose space must include a general session conference room with windows and scenic overlook, dining room and other intimate common areas for informal interactions in a self-contained building, and outdoor pavilion for a poster session, and must be of size and configuration to create an overall informal, intimate atmosphere to foster interaction, exchange of ideas and group cohesiveness and to ensure minimal distractions from non-retreat persons. Dining must accommodate group seating for all meals. Meals must be in a dining room setting and may be served by buffet, but not cafeteria style. Meals must include a variety of health-conscious meals, including vegetarian options. Lodging with single occupancy for 150 attendees to include lodging, breakfast/lunch/dinner, continuous breaks and conference room. All guest rooms must include private bath and data port. All meeting rooms for May 19-21 must accommodate 150 attendees classroom style. Quotations will be evaluated on the following criteria: 1) Past performance: three (3) similar functions in the past 3 years, 2) Adequacy of Facility: conference facilities, lodging, dining, location/setting, 3) Date/Time: May 19 (10am)-May 21(1pm), 2008. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items, applies to this acquisition. OVERNIGHT LODGING: 150 Single occupancy rooms for 2 nights MEETING ROOMS: May 19 10-12am Check in: Welcome Room May 19, 20 8am-8pm Poster Sessions: Conference room(s) to accommodate 150 people and 72- 4?x6? poster boards (can be mixed single/double sided poster boards) May 19, 20, 21 7am-9pm General Session: Conference Room approximately 2500 sq ft, no greater than 12? ceilings, with windows for natural light and peaceful scenic overlook to accommodate 150-180 mixed classroom/theater style POSTER BOARDS for May 19 & 20: 72 4?x 6? poster boards, stands and pins Set up and breakdown AUDIO VISUAL LCD projector/screen and VGA switcher for 4 laptops, 1 audio adapter for PC/audio system, podium/microphone, lavaliere microphone, 4 hand-held wireless microphones, and sound mixer to accommodate all audio. Flip charts, overhead projector, slide projector, whiteboard, pencils and pads, laser pointer and VCR & monitor. DEDICATED AUDIOVISUAL TECHNICIAN: May 19 1:00-9:00 pm May 20 7:30am-noon May 21 7:30am-noon.
