Description
The requirement for the Dean of Faculty Research and Development contract was originally identified as Dean of Faculties Technical Support under Solicitation Number FA7000-07-R-0019. This is a pre-solicitation notice for this support and all notices from this point on will be posted under the title Dean of Faculty Research and Development, Solicitation Number FA7000-07-R-0056. Note: The requirements have changed somewhat since the first posting. The Contractor shall provide research and development support using specialized research support personnel at the United States Air Force Academy, Colorado. This contract will require expertise in one or more of the following subject matters or disciplines: 1) Basic Sciences: Physics, Chemistry, Materials Science, Biology, Computer Science, Operations Research and Mathematics, 2) Engineering: Aeronautical Engineering, Astronautical Engineering, Civil Engineering, Computational Mechanics, Engineering Mechanics, Mechanical Engineering, Computer and Electrical Engineering, 3) Social Sciences: Behavioral Science, Economics, Geography, Law, Management, and Political Science, 4) Humanities: Foreign Languages, English, History, Philosophy, Fine Arts, and Military Arts and Sciences, 5) Interdisciplinary efforts on any combination of disciplines from above including, educational initiatives, assessment, or curriculum development. Note: the contractor may serve as a subject matter expert or guest speaker in the classroom but will not instruct an entire class and 6) Information technology initiatives, including programming, database management and distance learning. All of which will be outlined in the Performance Work Statement (PWS). It is the government's intent to issue a Request for Proposal (RFP) in support of awarding multiple Indefinite Delivery Indefinite Quantity Firm-Fixed Price Level of Effort research and development contracts with reimbursement for government required travel. The proposed period of performance will include a base one-year period and four (4) one-year option periods. This requirement is a total small business set aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541710, with a small business size standard of 500 employees. It is anticipated the solicitation will be issued electronically on or about 24 August 2007 on the Federal Business Opportunities (FBO) web page at http://www.fbo.gov. Due date for receipt of proposals will be indicated in the solicitation document when it is released. Attached is a draft milestone for some of the key dates in support of this acquisition. Once the solicitation is posted on FBO, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. All documents submitted must meet the requirements defined in the Instructions to Offerors included in the solicitation and be submitted in the formats identified. Offerors must be registered with Central Contractor Registration (CCR) or they may be considered non-responsive and may not be considered for award. Registration can be accomplished at http://www.ccr.gov. As of 01 Jan 2005, the Federal Acquisition Regulation (FAR) requires the use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of the proposal submission process. Representations and Certifications are to be accomplished in the database at https://orca.bpn.gov/. Registration requires applicants to have a DUNS number from Dun and Bradstreet and can be obtained at www.dnb.com. As registration may take up to three weeks to process, it is recommended offerors register immediately in order to be eligible for award. The opportunity for potential offerors to register their business information has been activated for this acquisition. Registration can be accomplished by entering information in the -Register as Interested Vendor- option at the bottom of this posting. All responsible sources may submit a proposal which shall be considered by the agency.
