Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation W901UZ-07-T-0006 is issued as a Request for Quotations. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Cir cular 05-10, dated 5 July 2007. This procurement is issued on an unrestricted bases. Scope of service Provide UL listed central alarm monitoring service for North Dakota Army National Guard (NDARNG) Electronic Security System accounts located throughout the state of North Dakota. Monitoring requirements Central alarm monitor station administrative requirements The alarm monitoring service must be performed by the central monitor station company named on the UL certificate provided to the NDARNG. No resale, sub-contracting or outsourcing of this service is allowed. The central monitor station contractor must provide a copy of their UL certificats(s) to the NDARNG on an annual basis. The central monitor station contractor shall provide two no-cost accounts to the NDARNG for the purpose of training and demonstration. These panels will be identified as fully operational systems with no-dispatch type response. These accounts will be str ategically located in the state to better serve our NDARNG unit customers. Central alarm monitor station standards compliance The central monitor station contractor shall comply with Underwriters Laboratories UL 827, Standard for Safety for Central Station Alarm Services. The central monitor station contractor shall comply with Underwriters Laboratories UL 1981, Standard for Safety for Central Station Automation Systems (Alarm Hold Time Requirements). Events to be monitored Basic monthly fee standard service shall include monitoring of the following events: intrusion alarms, tamper alarms, duress signals, trouble condition, invalid code alarms, down device alarms, aborted contact, equipment failure and re-storal signals, comm unication line fault, power or battery problem, invalid time alarm, openings and closings of single/multiple areas, test timer signals, 24 hour test signal of system battery back up, alarm panel communicator, and cell phone. Central alarm monitor station functional requirements The central monitor station contractor shall include mirrored facilities for alarm monitoring redundancy. Specifically the mirrored concept is defined as a primary facility and a totally independent back up alarm monitoring facility located in another st ate. The central monitor station must provide dual alarm reporting toll free telephone numbers to program into NDARNG digital communicators. All incoming alarm reporting telephone lines must be configured to connect automatically to the next available telephone line in the event a busy signal is received to avoid a lack of connection at the central monitor station. The central monitor station must accept alternative alarm signaling methods of cellular, internet and digital communication. Must have the means to automatically record what action the central monitor station operator took and when it was taken. Must maintain a stored audit trail that can be printed whenever necessary. Must maintain data back ups for on site and off site storage in the event of a catastrophic emergency. Must maintain a polling circuit to supervise the central monitor station connection every 90 seconds. The central monitor station must present audible and visual alerts for all alarms received from which a response force can be directed. Alarm response time cannot exceed 15 minutes. The central monitor station will alarm with audible and visual alerts whenever the system detects possible intrusion into the protected area or when the system is turned off, malfunctions, or is placed in the maintenance mode. One toll free telephone number shall be provided by the central monitor station solely for the purpose of coordinating alarm system status changes. The central monitor station must be able to receive and process these alarm signal formats: Ademco Contact ID, 4+1 and 4+1 extended. Only non-proprietary alarm signal protocol will be used by the NDARNG. The central monitor station shall be able to receive alarm signals via the following communication means: dial-up network, cellular network, leased line, Local Area Network (LAN), Wide area Network (WAN), long range radio network and internet protocol. Also the communication channel security grade of service at the central monitor station must be either AA, A, BB, B, CC or C to detect an attempt to disconnect the protected site from the central station. Central alarm monitor station web access Unlimited on-line access will be password protected and available to authorized NDARNG Electronic Security System personnel to: generate, view and download customized reports, alarm dispatch reporting, alarm data verification, account information, enter a ccounts, add/delete users, modify existing data, access vital account history, manage NDARNG account updates and change requests (with changes occurring immediately), view alarm activity for NDARNG sites, place sites on/off test, view accounts in test, abi lity to view real time account data, view current data base information such as: contacts, call lists and response plans. Authorized NDARNG Electronic Security System personnel will have direct access to a central monitor station administrator and/or account manager anytime of day or night. Complete, real-time secure internet based access to all NDARNG account details, anytime, anywhere through any mobile web enabled device including web enabled cell phones and other hand held devices. Secure password protected web portal for performing data entry, controlling the system, or running reports from any computer connected to the internet on a 24/7/365 basis. Administration of alarm sites remains in NDARNG control Free web administration Alarm history kept on line indefinitely, archive events for future reference, Standard alarm response for NDARNG alarm activation For intrusion, duress and 24 hour zone type alarms: Immediately summons the local authorities to the premises for assessment, followed by key holder contact via the call list. For non-intrusion (equipment failure, communication line fault, power or battery problem, trouble condition, alarm signal fails to restore, etc..) alarms: Immediately contact the NDARNG Electronic Security System personnel listed in the central station d ata base. All incoming alarm notification signals must be acknowledged and properly dispatched by personnel located at the central alarm monitor station. No voice recording or answering service will be accepted as alarm monitoring service. What the NDARNG will provide to, and accomplish for, the central alarm monitor station Program all alarm panel digital communicators to dial a central monitor station receiver and report alarm signal information via contact ID or other standard reporting format. Provide all of the information that is necessary to properly dispatch the appropriate responding agencies and notify designated parties. Provide customized alarm response verification and notification instructions for any area requiring non-standard response. Provide site specific information including the street address (cross streets listed where possible), building name and number, room number. Provide and maintain updated key holder call list. Only the authorized alarm system user name and telephone number contact (business and after hours) will be listed. Access and manage the day-to-day operations of all NDARNG accounts. Electronic Security System testing procedures will be provided to the central monitor station via a predetermined authentication process telephone call to the monitor stations toll free line. Systems will be put in a test mode for a specified amount of tim e. Any alarm signals sent during the testing time will be available for review. The central monitor station will be notified via the monitor stations toll free line of test completion and the Electronic Security Systems return to service. In addition authorized NDARNG Electronic Security System personnel shall have the central monitor station operator put the system on test at any time for a specified period of time to facilitate system maintenance. Privacy policy The NDARNG does not allow any information shared with the central monitor station or its affiliates to be disclosed. Prohibited items No additional fee for connection to an alarm monitoring radio/cellular network allowing alarm signals to be transmitted to the central monitor station if the Electronic Security Systems telephone line service has been interrupted for any reason. No additional charge for web based account access NDARNG Electronic Security System emergency contact The NDARNG Electronic Security System program manager will be the primary point of contact for all matters relating to administration of the Electronic Security System central alarm monitor service agreement. (End of Statement of Work) Items to be included in actual contract and not in the scope of work: Monthly fee criteria Monthly fee will be charged on a per account basis for complete service as listed in the Statement of Work. An account is defined as one alarm panel which may consist of multi-zone, multi-area configurations. Due to multiplexing technology in use numerou s zones, partitions and areas may interconnect several alarm panels as one account. The NDARNG maintains all rights to reconfigure alarm panels with no change to account status. Presently the North Dakota ARNG has forty-eight Electronic Security System accounts located throughout the state. The quantity of accounts is subject to change without notice and shall not affect the central alarm monitor station agreement or monthly fee r ate. Contract will be for one year, renewable at the end of each twelve-month period for two or three additional years. Request monitoring service be in place by 1 Oct 07. Vendor must submit documentation demonstrating firms compliance with UL 827 with the bid response. The provision at FAR 52.212-3, Offeror Representations and Certifications (Oct 1995) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any quotation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applicable to this acquisition.
