- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Arsenals Main Electrical Substation consists of 2 -115kv OCBs. They are an integral part of the service providers grid. Coordination is required with the service provider, National G rid, to shut down and obtain a Safe Ground Clearance to perform work. The open conductors from the OCBs feed 2- 15mva transformers, via copper tubing and open-air switches. The transformers feed enclosed switchgear/breaker cabinets. Clean, test and calib rate all 15kv breakers and their associated devices. Tighten connections in cabinets to include front and back sections. Clean all yard insulators. Test all insulating oils within yard. Perform adjustments/repairs to equipment/components that were found de ficient at the last inspection. Test batteries. Replace control cable from control cabinet to 6177. Work is to be accomplished on a 1 day shutdown of the facility. The station is to be shut down and work performed on Sunday, 22 July 2007. Work may begin 0 300 Sunday July 22nd but must be completed with power restored to the Arsenal by 1900, July 22nd. Rain date will be the following Sunday, July 29th. 1. Rack out all 15kv breakers. Clean and test. Tighten all connections. Breakers are 15kv, Cutler-Hammer V CP-W 2. Calibrate all overcurrent devices. 12 -Basler BE1851, 6- Circuit Shield Differential relays, 3- Schweitzer SEL587, 2- Schweitzer SEL 321, 2- Schweitzer SEL 221, 2- Schweitzer SEL 279. Total--- 27 Breaker devices. 3. Take samples from 2 transformers, 6 OCB tubs, 4 ATC compartments and provide test results. Tests shall include; di-electrics, water content, Acid, Interfacial tension and color. 4. Manually operate and adjust, if necessary, 4 air operated switches and 2 automatic air switches. Test to insure automatic switches operate on fault as designed. 5. Clean all yard insulators. May be accomplished by hand or proper power equipment. 6. Adjust/tighten holders/contacts for the open air switches. 2 were found to h ave poor contact through an infrared survey. Survey shall be taken prior to shutdown of station and again after the station has been reenergized for at least a 2 hour period. 7. Remove and replace multi-conductor control cable from the control cabinet to the motorized controller at open air switch 6177. The Arsenal has the cable and shall supply it to the contractor. The run is approximately 60. It is in underground conduit from cabinet to controller. 8. Perform load test on station batteries, which are 10-12v 50AH lead-acid sealed units. 9. Provide all test results and recommendations within 10 days of completion of work. Watervliet Arsenal intends to solicit from and award to HMT based on justificat ion document on file in the contracting office. Bids are due 7/18/2007. Awardee must be registered in Central Contractor Database and must have current ORCA certifications and representations. Invoicing must be submitted using Wide Area Work Flow.
