- Description
- The U.S. Army Corps of Engineers, New England District is soliciting firms to support the 94th RRC. The 94TH RRC has full responsibility for Real Property ownership and Base Operations (BASOPS) support within the 6 New England States. Currently the U SAR is undergoing a transformation. At that time, the 94th RRC will become a part of and be renamed the 99th RRSC. All references contained herein for the 94th shall ultimately be replaced and referenced as the 99th RRSC. The work in the region will con tinue after the transformation. Inherent in this responsibility is the need to conduct environmental training to support the requirements of state and federal laws. Inclusive is the need to support the key program areas of compliance, restoration, prevent ion and conservation. Units conduct various training activities, which may require environmental consideration in order to meet their NEPA responsibilities. Military planners at various levels are modernizing units with new equipment and mission assignment s. Relocation of units from one facility to another can also present environmental considerations that must be assessed. Commanders, supervisors and workers at all levels must be aware of the legal requirements they must adhere to in support of the environ mental mission during the course of their day to day activities. The work contained in the resultant contract will include providing one person on-site who will fully develop, secure funding for and execute the environmental training program for the Enviro nmental Division of the 94TH RRC. Tasks include: Updating and maintaining the electronic Environmental Training Information Repository at the 94TH RRC; Updating and maintaining a working library of reference documents for the 94TH RRC Environmental Manage r; Updating and maintaining an inventory of any existing environmental training support documents that have accumulated; Preparing and updating a training work plan Becoming fully familiar with Army Regulations 200 1, 200 2 and other applicable guidelines for compliance with all environmental laws and regulations including, but not limited to NEPA, RCRA, CERCLA, TSCA and OSHA and serve as the technical expert for all required training requirements contained therein; Continuously reviewing and updating the long term Environmental Training Program to determine if modifications are required; Updating draft and final RRC guidance for the Environmental Training Program on a n ongoing basis; Review the overall training requirements and prepare the necessary Environmental Program Requirement project documents to support the Environmental Training Program for all categories of funding; Assisting in the preparation of all types of training courses; Prepare and present briefings, papers and executive summaries on all training activities, including by unit training summaries for the Commanding General, Chief of Staff, Directors or others as required. This contract will be a firm fixed price contract. The contract will extend over a five-year period (base period one year with four option periods). This solicitation will be issued on as service disabled veteran-owned small business set-aside. The NAICS code for this Procurement is 541620, with a Size Standard of $6 Mil. The offeror will be evaluated on their professional capabilities, previous experience as well as other factors outlined in the Request for Proposal utilizing a Best Value Analy sis. The solicitation will be made available via the Internet on or about July 27, 2007. The government intends to make award without discussions. No paper copies of the solicitation or amendments will be available. Prospective contractors and subcontra ctors are required to self-register their firm or office on the Internet to receive the solicitation.
