- HQ INSCOM/Directorate of Contracting would like to extend an invitation to all interested parties to attend an Industry Day to discuss the requirements for a logistics and engineering support contract that will be awarded by HQ INSCOM. The Governmen t anticipates a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract. This is not a Request for Proposal (RFP). The RFP is expected to be issued on or about January 2008. Industry Day will be held at the Hilton Hotel, 6550 Loisdale Road, Springfield, Virginia 22150-1801. The date is 24 July 2007 and the time is 1:00 to 4:00 PM. Questions concerning Industry Day may be forwarded to genesisrecompete@mi.army.mil. Small Business participation is highly encouraged. The Government has not yet made a final determination of Set-Aside preference and information gathered at Industry Day will be utilized to assist in making that determination. Due to the magnitude of this effort, partnerships/teaming/joint-ventures are encouraged. Firms should be advised that in order to perform under this solicitation, Top Secret (TS)/Sensitive Compartm ented Information (SCI) clearances shall be required of all personnel, and awardees must have a TS facility clearance. FURTHER INFORMATION ON WORK TO BE PERFORMED UNDER THIS CONTRACT: INSCOM requires engineering and logistics support for ground and airborne intelligence, surveillance, and reconnaissance (ISR) collection and production systems that are unique, complex, classified, and compartmentalized. Also included are their ancillary and infrastructure systems and sub-systems. Other requirements of this contract include technical support and analysis of technology demonstrations, fielded systems, facilities, facilities infrastructure, and associated support equipment. Required servic es include regular 8-hour shift support with certain positions requiring full-time (24/7) support at designated locations/sites and as required during Quick Reaction Capability (QRC) deployments, training, war game exercises, increased Operational Tempo, a nd mission surges. Additionally, contractor support will facilitate INSCOMs efforts to field, activate, relocate, realign, transfer and close INSCOM units/sites worldwide. The follow-on GENESIS contract will ensure that electronic systems, security syst ems, prototype intelligence hardware/software suites and facilities are developed, repaired and maintained at the highest state of readiness consistent with cost effectiveness and Army directives. All personnel will be required to hold a TS/SCI classification level clearance. Some positions will require a Single Scope Polygraph. The contractor or their team will be required to have a Sensitive Compartmented Information Facility (SCIF). The requir ements of the SCIF and Polygraph will be specified by Task Order.
