- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane. Naval Surface Warfare Center, Crane Division has a requirement for ruggedized personal computer/display units, flat panel display assemblies, cable assembly set, and full drawing package as follow: CLIN 0001: 3 each ruggedized personal computer/display units (also known as Torpedo Defense Controller Hardware Item , part number: FS-8606-TDC-A5, ; CLIN 0002: 3 each spare flat panel display assemblies, part number: 1Z496-5102738-1; CLIN 0003: 1 each copper cable set; and, CLIN 0004: 1 complete drawing package The requirements for the Ruggedized Personal Computer/Display Units, Flat Panel Display Assemblies, Cable Assembly Set and full drawing package are described in the Statement of Work provided as an attachment to the solicitation. A commercial solicitation will be issued on an other than full and open competition basis. Preliminary inspection is at origin with final acceptance at destination. Delivery will be FOB destination to NSWC Crane IN within 120 days after date of contract award. Certificates of conformance shall be provided. The Government intends to solicit and negotiate with only one source, Advanced Processing Labs (AP Labs), 10864 Thornmint Road, San Diego, California, 92127, under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is that AP Labs, being the Original Equipment Manufacturer, is the only known source for each of the items that can satisfy the Government?s requirements, and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The solicitation will be available on or about 31 July 2007 at the following address: Crane web page at http://www.crane.navy.mil/supply/announce.htm, FedBizOpps at http://www.fbo.gov, and NECO at http://www.neco.navy.mil. No hard copies of the solicitation will be mailed. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
