- The United States Department of the Treasury, Departmental Offices, Office of Senior Procurement Executive (OPE), Office of Small Business Development (OSBD) is seeking to identify potential small businesses (SB), small disadvantaged businesses (SDB) certified by the Small Business Administration (SBA) under provisions of the section 8a program, HUB-Zone, and service disabled veteran owned small businesses (SDVOSB) capable of providing an assessment report of the Department of the Treasury?s small business program. This is a market research tool to determine the availability of sources prior to issuance of an RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Department of the Treasury, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on information received in response to this notice. If the solicitation is issued, source selection procedures will be used, which will require offerors to submit technical experience, past performance, price and other factors for evaluations. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The NAICS code for this sources sought is 541611. If a contract is awarded, it will consist of a period of performance no later than 180 days from date of notice to proceed. The contactor shall provide qualified personnel to develop a small business assessment report for the Department of the Treasury, Office of the Procurement Executive, Office of Small Business Development (OSBD). This report shall include but is not limited to: (1) conduct a summary of the present Treasury Small Business Review (SB Form 2006) and recommendations for improvement/efficiency of that process; (2) conduct three (3) year trend analysis of the Treasury?s procurement history; (3) assist the Office of Procurement Executive (OPE) in conducting interviews with a representative sampling of the senior, mid range and lower level Treasury stakeholders in the acquisition process; (4) conduct a survey of a representative sampling of the small businesses who currently have or are seeking to do business with Treasury; (5) evaluate Treasury?s external outreach programs as well as in-house training for the Small Business Acquisition and Program Office personnel; (6) evaluate Treasury resources committed to the socio-economic acquisition program; and (7) provide written report within 180 from date of notice to proceed to Office of Procurement Executive containing analysis and recommendations for the above requirement. 3 QUALIFICATIONS: The contractor is required to provide demonstrated evidence of key personal qualifications as part of their Statement of Capability (SOC). 1. Education: An undergraduate or graduate degree in Business/Management is desirable or equivalent. 2. Experience: Minimum of 4 years demonstrated experience as management consultant or research specialist, policy analyst is required. 3. A minimum of 3 years demonstrated experience working on assessments/studies or related subjects, is desired, together with demonstrated skills and experience in the following areas: a) Demonstrated skill and experience in research and analysis of federal agencies? small business programs. b) Demonstrated knowledge of conducting trend analysis for federal agencies? small business programs. c) Excellent communication skills demonstrated by the ability to deliver clear and concise written reports and verbal presentations and to accurately incorporate and cite primary source material. d) Demonstrated ability to conduct interviews, market analysis, surveys and other similar techniques to obtain information leading to developing and assisting federal stakeholders in implementation of small business initiatives and goals. e) Demonstrated successful experience with conducting 3 to 4 small business program reviews at the federal government level.
