Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement requires all interested offerors to respond by 07/23/07. Solicitation No. FMS-HQ-07-R-0006 is being issued as a Request for Proposal. The combined synopsis/ solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-15. The National American Industry Classification System code is 561621 with a corresponding size standard of $9M. The U.S. Department of the Treasury, Financial Management Service (FMS), located at 1619 E. Woodward St, Austin, TX 78741 is upgrading their current CCTV monitoring system. This will include the installation and relocation of CCTV equipment and card readers. The CCTV system is integrated with the Access Control System and Intrusion Detection System Secure Perfect, a commercial off the shelf software application product that is a proprietary product of Casi-Rusco. The CCTV system uses Pelco cameras. Offerors must be authorized partners of Casi-Rusco and Pelco. Financial Management Service intends to award a purchase order utilizing simplified acquisition procedures, provisions and clauses. FAR 52.212-1, Instructions to Offerors-Commerical Item applies to this acquisition; FAR 52.212-2, Evaluation-Commercial Items is hereby incorporated by reference. The government will award a commercial item purchase order using simplified acquisition procedures to the responsible offeror whose offer is most advantageous to the government. The offers will be evaluated on the basis of system requirement supportability, past performance, and price. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. FAR 52.212-4 Contract Terms and Conditions-Commercial Items. Addenda to 52.212-4 include: FAR 52.222-37, VETS 100 Compliance Report. The clauses may be viewed at http://www.arnet.gov/far. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this combined synopsis/solicitation. Responses must include the Representations and Certifications and the VETS 100 Compliance Report.
