Description
Washington Headquarters Services (WHS) Acquisition and Procurement Office (A&PO) is planning to award a contract to a Service Disabled Veteran Owned Small Business. Only firms that are Service Disabled Veteran Owned Small Businesses should apply. These firms should have current, relevant qualifications, experience, personnel, and capability to construct a smoke control system. The Pentagon Renovation and Construction Program (PENREN) "Alt Sites" team is responsible for the Planning, Design, Construction and Project Management of major renovation and upgrade to the Under Ground Facility (UGF) and site to support its Mission. This UGF and site has been in existence since the early 1950's and has continued in operation. A needs assessment was completed, and the resulting information generated a necessity to provide more effective method of smoke control. The existing methods available for smoke control are not automated. An upgraded system is needed to improve the methods for dealing with a fire emergency and improve life safety during the course of such an event. Design and build a system which would inhibit the flow of smoke into areas of egress, corridors, stairwells and the inner roadway. It would be activated automatically during the early stages of a fire to compartmentalize the smoke and to maintain a survivable environment, e.g. contain the smoke in the fire zone of origin, especially for those personnel evacuating from the more remote corridors and offices. The smoke control system would function during the period of personnel evacuation from the areas protected by the system. Moreover, this system would facilitate search and rescue operations by emergency response personnel. This project will create compartmentalized smoke control zones at minimum, coordinated with the fire zones, Supervisory Control and Data Acquisition (SCADA) system, and Heating, Ventilation and Air Conditioning (HVAC) controls throughout the site. The system would provide the capability to automatically or manually operate fans, dampers and doors to protect egress areas during an emergency such as a fire. A 1998 Smoke Control Design by Nutec is available as a reference document upon request. This document is not up to date and should not be relied upon as completely accurate. Contractor is responsible for verifying any information taken from this document. In accordance with FAR 36.206, the estimated magnitude of this project is between $5,000,000 and $10,000,000. Due to the sensitive nature of the work location, prospective contractors are required to possess an active facility clearance. The geographic location where the work is to be performed is in southern Pennsylvania near the Maryland border. DO NOT REQUEST SOLICITATION DOCUMENTS UNTIL THE REQUEST FOR PROPOSAL IS ISSUED. The proposed solicitation number will be HQ0034-07-R-0005 and will be issued on or about 30 July 2007. A copy of the solicitation can be obtained from www.FedBizOpps.gov.
