- Combined Synopsis/Solicitation HSCG38-07-Q-500030 is amended to include the following justification/documentation as required by FAR 11.05 for the purchase of items peculiar to one manufacturer. The closing date and time for receipt of quotes is not extended. Sole Source Justification Project Title: PURCHASE OF THE SEA PAK FORWARD OSMOSIS FILTRATION SYSTEM TO REPLACE THE OUTDATED EMERGENCY MARINED REVERSE OSMOSIS DEVICE. Acquisition Method: Commercial Purchase Sole Source Company Name: Hydration Technologies, Inc. (HTI), 2484 Ferry Street Sw, Albany, OR 97322-7801 Project Objective: To replace the outdated Emergency Maring Reverse Osmosis Devise (EMROD) system and survival rations currently installed in Coast Guard life rafts with an improved hydration system including nutrient rich liquid. Aviation Life Support Equipment's (ALSE) intentions with this project are two fold. The first is to find a system for water purfication that does not require rigorous physical activity to produce water as our current system does. ALSE desires this due to the high probability of aircrew injury resulting from ditching and egress. An injured crewman will not be able to operate the EMROD and therefore will be able to produce water. Second, the system can be used in a wide variety of environments and works in fresh or salt water. There is an added benefit to the SEA PAK system which provides nutrients in the water negating the need to provide rations in life rafts creating a smaller packed raft. Requirement Description: Raft configurations within the Coast Guard require survival rations and water to sustain life for a minimal 24 hour optimal rescue time in accordance with COMDTINST 3710.1 (series) Chapter 7. Reason for Sole Source: After extensive market researchin the area of water filtration and production in a survival situation, ALSE discovered a system already in use by the US Army for extreme environment/long range patrols in scarce water environments. HTI perfected a forward osmosis system which uses a nutrient syrup charge to draw water molecules out of a contaminated source, across a membrane, and into a catch bag requiring no pumping or physical activity. It is done by chemical reaction vice pumping. There are other water chemical purification products on the market, however, most are pills that are added to a canteen and only kill bacteria. The SEA PAK, in addition to filtering bacteria, also filters out hazardous chemicals and compounds. HTI owns the sole patent on this technology. No other device or product can do what the SEA PAK can combining purification of water with the addition of nutrients needed to survive in harsh environments; salt and fresh water.
