Description
In accordance with FAR subpart 13.106-1(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to the National Institute of Occupational Health (NIOH) in the amount of $31,000.00 to provide occupational and environmental surveillance an evaluation of chemical releases in India. CDC believes that NIOH is the only organization that can meet the requirements of the order because the NIOH is an institute of the Indian Council for Medical Research of the Government of India (GOI) with responsibility to address environmental and occupational issues including conduct of epidemiologic and toxicologic studies, develop tools for early evaluation of health impairment and design of appropriate preventive interventions for work places and the general environment. NIOH is a primary Indian Government Agency dealing with occupational and environment health issues and has been appointed as the lead agency for this project by the GOI. The Indian Government requires direct involvement of the appropriate GOI agency for implementation of a surveillance project of this type. NIOH is responsible to the GOI and for the pilot Hazardous Substances Emergency Events Surveillance (HSEES) system in India which will: (1) describe the spatial and temporal distribution of hazardous-substances emergencies; (2) describe the morbidity and mortality experienced by employees, responders, and the general public; (3) identify the risk factors associated with the morbidity and mortality; and (4) develop strategies to reduce subsequent morbidity and mortality. Interested parties who feel that they possess the capabilities to provide this service described above should submit a capabilities statement demonstrating their abilities to provide the service. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion on of the government.
