Description
The U.S Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS) intends to sponsor scientific, technical and policy guidance from the Marine Board of the National Academy of Sciences (NAS) Transportation Research Board, Washington DC. This sponsorship will be procured on a non-competitive basis in accordance with FAR Parts 6 and 13, current through Federal Acquisition Circular (FAC) 2005-17. The Marine Board General Support Program addresses key national technical and policy issues affecting the maritime community and the nation's marine transportation system. The Marine Board, as part of the NAS Transportation Research Board, is a single source with unique capabilities. Formed in 1965, the Marine Board is an internationally recognized source of expertise on maritime transportation and marine engineering and technology. The members of the Marine Board are from academic and research institutions, the marine industry and the port industry. The Marine Board serves the public interest by providing evaluation and advice on the Marine Transportation System. The Marine Board identifies research needs and provides a forum for exchange of information relating to new technologies, laws and regulations, economics, the environment, and other issues. No other source is known to possess the same capabilities. Notwithstanding the Government's intent to negotiate this requirement on a single source basis under the authority of 41 USC 253(c)(1) as implemented by FAR 6.302-1, any source possessing the capabilities to provide the required service may submit a statement of qualifications which, if timely received, will be considered by NOAA. Responses must be received by July 24, 2007. Responses must be emailed to Sandra.K.Souders@noaa.gov or faxed to (301) 713-0806. Award will be made using simplified acquisition procedures.
