- INTENT TO SOLE SOURCE NOTICE: Please read this entire notice carefully as it constitutes the only notice that will be issued regarding the National Oceanic & Atmospheric Administration (NOAA) intent to sole source award in support of Global Earth Observation System of Systems (GEOSS) integration. NOAA intends to award a sole source a contract to Peter Colohan. The anticipated contract will be firm-fixed price and will include a base year plus two (2) one-year option periods. The applicable North American Industry Classification code is 611430, size standard is $6,000,000. The White House Office of Science and Technology Policy has directed that US component of GEO (USGEO) develop a new national EO policy and a national strategic plan that will provide a framework for US government investment decisions in major Earth observing systems. This work must be accomplished over the next 15 months and will entail extensive coordination with the intergovernmental GEO community to ensure that the US is well positioned to advance our national economic and societal objectives through our national and international investments. Peter Colohan has the proven ability to plan, integrate, organize, synchronize and utilize their complex knowledge and experience and hence expertise in the intergovernmental Group on Earth Observation and the emerging Global Earth Observation System of Systems (GEOSS). As the former senior program officer and head of planning for the international Group on Earth Observations (GEO) Secretariat in Geneva, Switzerland, Peter Colohan has unique knowledge and experience and hence expertise in the intergovernmental Group on Earth Observation and the emerging Global Earth Observation System of Systems (GEOSS). He personally assisted in preparations for two high-level Earth observation summits at which representatives of nations, including the Prime Minister of Japan declared the commitment of their countries to pursue the development of a GEOSS through the work of the GEO. As a senior member of the original secretariat sponsored by the United States, Mr. Colohan stood up the permanent GEO Secretariat offices in Geneva, Switzerland, where he then was hired as a member of the staff of that office and served for another year. Given this extensive experience, Mr. Colohan is the only person who can perform this function. Additionally, it is not the Government's intention to enter into a contract based on this notice or otherwise pay for information solicited. This is not a Request for Proposal (RFP). This is a notice of intent to sole source only, and shall not be construed as a solicitation or as an obligation on the part of the NOAA. NOAA will not accept unsolicited proposals in response to the subject of this request for capabilities statements. Vendors who believe they have this capability should respond in accordance with Numbered Note 22. The Government will not be responsible for any costs incurred in responding to this notice. See numbered note 22.
