- The United States Department of Labor (DOL) anticipates the release of a Request for Proposals (RFP) to support the mission of the Bureau of Labor International Affairs (ILAB) to conduct an evaluation of the ILAB Matrix for Monitoring International Labor Standards (ILAB Matrix). The primary focus will be to evaluate the matrix framework for analyzing and benchmarking compliance with international labor standards. Should the evaluation demonstrate that the methodology is capable of bringing about a fair, rigorous, and transparent assessment of a country?s labor rights situation, it will establish the matrix framework as an important tool in the context of the new bipartisan trade policy. The successful contractor will be highly regarded in the research community and will offer understanding of the importance of the evaluation of the ILAB Matrix as a tool in the development of an innovative methodology for fair rigorous and transparent assessment of labor standards. The contractor should demonstrate knowledge of the international labor standards, freedom of association, the right to organize and bargain collectively, the prohibition of forced or compulsory la labor, a minimum age for the employment of children and effective elimination of the worst forms of child labor, non discrimination in all forms an acceptable conditions of work with respect to hours of work, wages and occupation safety and health. The anticipated period of performance will be 18 months form the date of execution. The solicitation will be available on or after July 23, 2007. The estimated closing date of RFP DOL079RP20410 is August 13, 2007. In accordance with FAR 12.203 this is a Competitive Commercial Items/Services acquisition,. The North American Industry Classification System (NAICS) Code is 541720 Research and Development in Social Science and Humanities. The Small Business Size Standard is $6.5 million. A date for the solicitation is anticipated to be around July 23, 2007; however, this date is not guaranteed but will be advertised/synopsized in FedBizOpps (www.fbo.gov).
