Description

SYNOPSIS Spin Boldak to Bikah Road The U.S. Army corps of Engineers, Afghanistan District intends to issue a Request for Proposal (RFP) to award a Firm Fixed Price contract to Design and construct 68 km of road between Spin Boldak and Bikah in Kandahar Province and the Pakistan Border, approximately 69.72851E, 33.80317N to 69.91923E, 33.85800N. The current condition of the road is 19.5 km of unpaved road in poor condition. Contractor shall construct 19.5km of either DBST or asphalt paved road to replace the existing road. The final improved state for the road shall consist of a two lane gravel road 6 meters wide with 1.5 meter. Good drainage and erosion protection shall be constructed along the entire alignment as needed. Bridges, culverts, gabion crossings, concrete wadi crossings or other related structures shall be constructed as required over rivers and wadis that contain water and deep drainages that fill with water during rainy season. Erosion control structures shall be constructed in flood areas to prevent road blockage and wash-out. Mountainous sections of road have steeper and longer grades and may require significant drainage and slope protection. Contractor is responsible to verify site conditions. The award for this procurement will be made in accordance with the applicable Federal Acquisition Regulations. The applicable NAICS code is 236310. The contractor shall furnish his own labor, materials and equipment to accomplish the requirements. The estimated value of the contract is between $25,000,000.00 and $100,000,000.00. The total schedule for completing the entire work is 558 calendar days after receipt of notice to proceed. The proposed contract will be awarded using best value. Solicitation Number W917PM-06-R-0091 will be available on or about 30 July 2007. Interested parties are advised to submit their proposal 30 days after issuance of the RFP which will be 29 August 2007. Requirements: DFARS 252.204-7004 Required Central Contract registration applies to this procurement. Prospective U. S. contractors must be registered in the Department of Defense CCR database prior to award. It is recommended that all other contractors register in CCR also. Lack of registration in the CCR database will make a U.S. offeror ineligible for award.
