Description
The U.S. Army Corps of Engineers, St. Paul District Contracting Division, has a requirement for the development of an endangered species research and analysis long term sampling plan and is seeking interested sources from Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs) that are capable of providing the services required. The Statement of Work is as follows: The St. Paul District, Corps of Engineers requires a review and evaluation of ongoing efforts to monitor eff orts to reestablish populations of the endangered Higgins eye pearly mussel (Lampsilis higginsii) out of harms way from the invasive zebra mussel (Dreissena polymorpha). Higgins eye pearly mussel is a federally endangered species that occurs in the Upper Mississippi River and its tributaries. The contractor will statistically analyze existing data and 2007 mussel data sets (approximately 400 records) for pools 2 and pool 3 on the Upper Mississippi River. Based on a statistical analysis of these data sets a nd a review of established mussel sampling protocols, the contractor will design a long-term sampling plan to evaluate the success of these relocation efforts. The sampling plan will be used to determine whether the relocation sites meet the criteria for v iable, self-sustaining populations of Higgins eye pearly mussel. This is not a request for proposals, but instead a market research method to determine interested HBCU/MI sources prior to the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of interest of Minnesota state HBCU/MIs and HBCU/MIs in adjoining states, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement h as not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested Historically Black College or Universit y, and/or a Minority Institution, please provide the following information: 1). College or University name and Point of Contact; 2) DUNS number and CAGE code; 3) interested HBCU/MIs must provide evidence of their capability to perform the contract, and a positive statement of their eligibility, within 15 days of the publication of the synopsis (TBD) in order for the acquisition to proceed as an HBCU/MI set-aside; 4) provide evidence of its HBCU or MI status; and 5) a brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet the requirements specified in the above statement of work including any Past Performance information on Government contracts of similar size and scope. Electronic responses are preferred and telephoni c requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit da ta are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
