Description
The US Army Corps of Engineers, Topographic Engineering Center (TEC) has a requirement for a Systems Engineering and Integration (SE&I) contract to support the Combat Terrain Information Systems (CTIS) Program. Therefore, the purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the governments requirement. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope and potential alternative mean s of meeting the governments requirements are sought. The anticipated North American Industry Classification System Code (NAICS) for these requirements is 541512. The business size standard is $23M. Your response should identify your business size (large or small) in relation to this NAICS Code. Contractor personnel will require DoD security clearances at least at the Sensitive Compartmented Information (SCI) level for key personnel. Handling of material up to SCI level is required. SCI Facility Cleara nce is required. Storage Clearances of at least the SCI level are required. TEC is assessing the existence of sources and is requesting capability packages from industry on the specified requirements listed herein. We are also seeking sources that poss ess an in-depth understanding of the requirements and are able to address their knowledge and abilities as related to all of the functions listed. Responses shall be limited to no more than 25 pages and shall address each of the following areas: (1) Demon strated knowledge and experience with technology advancements in geospatial web services and service-oriented architectures. (2) Demonstrated knowledge and experience with geospatial information systems (GIS), image processing, and relational database man agement software and related hardware requirements. (3) Demonstrated knowledge and experience with Defense Materiel Acquisition, Army Software Blocking, Net-Centric Enterprise Services (NCES), and Department of Defense Architecture Framework (DoDAF) requi rements. (4) Demonstrated knowledge and experience in multiple development languages and environment, as well as open geospatial software and data standards including but not limited to: C, C++, .Net, Extensible Market-up Language (XML), and Simple Object Access Protocol (SOAP). (5) Knowledge and experience with developing military standards compliant government documentation (user manuals, technical manuals in the Interactive Electronic Technical Manual (IETM) Format) to support software and hardware use . (6) Knowledge and experience with developing military standards compliant training materials and conducting training courses for Geographic Information Systems (GIS) software and hardware use. (7) Knowledge and experience developing and preparing the d ocumentation for System Security Accreditation under the US Army Defense Information Assurance Certification Accreditation Program (DIACAP) process. (8) Demonstrated knowledge and experience with computer technology to include, but not limited to: network ing setup and administration, virtual networking, network security, Storage Area Network (SAN) and Redundant Array of Independent Disks (RAID) technology and high performance plotters and scanners. (9) Demonstrated knowledge and experience in providing te chnical software and hardware support (on-site and remote). (10) Ability to provide deployable operational support for hardware and software both Continental United States (CONUS) and Outside Continental United States (OCONUS). (11) Demonstrated ability to perform Market Surveys for innovative hardware, software and other technological advancements and to procure hardware components from multiple sources and integrate those into a system. (12) Ability to develop a production level drawing package from an existing hardware system baseline. (13) Experience in the management and control of storage, Unit Identification (UID) marking and registering, packaging, shi pping and handling of computer systems, other electronic equipment and spare parts. (14) Ability to execute a full Acquisition logistics program to include Validation/Verification Reviews and Logistics Demonstrations. (15) Knowledge and experience in th e conduct and support of Military Operational & Environmental Testing of software and hardware systems. (16) Knowledge and experience with DoD System Safety requirements for hardware systems, to include testing and documentation. Interested Sources are encouraged to submit product literature in response to this RFI. Any submission or such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation or proposals submitted in response to any resulting future formal Request for Proposal (RFP).
