- 1. CONTRACT INFORMATION: The U.S. Army Corps of Engineers (USACE), Walla Walla District, proposes to contract for Architect-Engineer multi-disciplined professional planning services. These services are being procured in accordance with the Brooks A- E Act as implemented in FAR Subpart 36.6. This notice is for up to two Indefinite Delivery Type (IDT) contracts with each contract not to exceed $1 million for the base year with 2 option years of $1 million each. The amount of each contract will not exc eed $3,000,000. Work will be issued by negotiated firm-fixed-price task orders. Task Orders will be issued as the need arises during the contract period. Options may be exercised prior to the end of the calendar year if capacity has been used. The maxim um for each task order will not exceed $500,000. The minimum guarantee for the base period is $20,000 and $10,000 for each option period. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. T he work to be performed under this contract shall consist of, but not be limited to, furnishing all necessary labor, material, supplies, and equipment required to provide A-E services for multi-disciplinary professional services required for planning and r econnaissance studies for potential single and multi-purpose water resource projects and ecosystem restoration sites. The various civil works projects will be primarily within the Northwestern Division boundaries. If two contracts are awarded, each contra ctor will be given a fair opportunity to be considered for each task order in excess of $3,000 in accordance with FAR 16.505 and EFAR 16.505. The contracting officer will consider the following factors in deciding which contractor will be selected to nego tiate an order: performance and quality of deliverables under the current contract, current capacity to accomplish the order in the required time, uniquely specialized experience, and the requirement to meet the minimum guarantee. This procurement is unrestricted. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals which w ill be considered in the negotiation of this contract are: (1) at least 51.2% of a contractor's intended subcontract amount be placed with small businesses (SB); (2) at least 8.8% of a contractor's intended subcontract amount be placed with small disadvant aged businesses (SDB); (3) at least 7.3% of a contractor's intended subcontract amount be placed with women-owned SB (WOSB); (4) at least 1.5% of a contractor's intended subcontract amount be placed with service-disabled veteran-owned SB (SDVOSB); and (5) at least 3.1% of a contractor's intended subcontract amount be placed with HUBZone SB. The plan is not required with this submittal, but will be required with the cost proposal of the firm(s) selected for negotiations. The NAICS Code is 541330. The small business size standard is average annual receipts for its preceding 3 fiscal years must not exceed $4.5 million. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by th e Department of Labor under the Service Contract Act. The contracts are anticipated to be awarded in October 2007. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). Register via the CCR Inte rnet site at http://www.ccr.gov. 2. TYPICAL SERVICES: The work to be performed under this contract shall consist of, but not be limited to, furnishing all necessary labor, materials, supplies, and equipment required for professional architect-engineering services as defined in this contr act and as specified by individual delivery orders. Types of services required will include preliminary assessments, site investigations, surveyin g, studies, reports and design. Task orders under this contract may include data collection and analysis to assist in preparing various studies and reports. Work may consist of engineering design studies, flood damage studies, flood control alternative s tudies, environmental restoration studies, and include environmental and socioeconomic impact analyses, fish and wildlife mitigation requirements, social and economic projections and recreation and natural resources master plans in support of the above stu dies. Work may also consist of project management plans, design memoranda, engineering feasibility reports, environmental statements, assessments, and other NEPA compliance documents, reconnaissance reports, and archaeology and cultural resource reports. Also all types of planning studies, CADD/GIS Mapping, database development, master planning, planning & design charrettes, project economics and market analysis, planning and design manuals, environmental impact assessments, baseline studies, cultural res ource reviews, and cultural resource plans. Work will primarily be located within the US Army Corps of Engineers, Northwestern Division boundaries. Examples of work the contractor may be tasked to accomplish may include, but are not limited to: Preparation of Environmental Impact Statements, Environmental Assessments and other NEPA compliance documents Preparation of appraisal, reconnaissance, and feasibility level reports Wildlife and terrestrial ecology studies and analysis Fish and wildlife habitat, water and air quality studies and analyses Wetlands delineation and Clean Water Act compliance Economics, natural resource economics, and socioeconomic statistics Cultural resources and archaeology (reviews, plans, and reports) GIS to store and manipulate geographically referenced data Aerial Photography, Topographic Surveying and Mapping Public and interagency scoping, mediation, and involvement Real estate activities required for planning and design analyses General engineering design services such as civil, hydrologic, hydraulic, environmental, structural, mechanical and electrical Hazardous, Toxic, and Radioactive Waste (HTRW) Engineering Preparation of contract drawings and specifications CADD Drafting 3. CADD COMPLIANCE: The selected firm must be able to produce engineering drawings on a computer aided design and drafting (CADD) system and provide those drawings to the district in electronic format. All new drawings shall be created in accordance with the current Architectural/Engineering/Construction (A/E/C) Computer-Aided Design and Drafting (CADD) Standards. The A-Es CADD system shall be compatible with MicroStation (Bentley Microsystems) design file format version 8 or greater. Ability to prepar e complete detailed construction drawings and specifications using Government guide specifications format shall be required. 4. SELECTION CRITERIA: The selection criterion is listed below in descending order of importance. Criteria a-e are primary. Criteria f and g are secondary and will only be used as tie-breakers among technically equal firms. (a) Recent specialized experience and technical competence of the firm (including consultants) in: (1) Providing designs, reports, studies, assessments and analyses listed in paragraph 2, Typical Services. (2) Management of projects of similar size and scope by the prime as evidenced by the firms example projects and as described in the firms Management Plan. (3) Effective coordination and management of the project team, including consultants as described in the firms Management Plan. (4) Producing quality products as evidenced by the firms quality control procedures as described in the firms Management Plan. (b) Professional qualifications and specialized experience of the proposed team members (including consultants) in providing services similar to those listed above in the following disciplines: civ il, structural, electrical, mechanical, environmental, geotechnical, hydraulic, and hydrologic engineers; architect; landscape architect; surveyor; community planner; water resources planner; recreation planner; geologist; biologist; fluvial geomorphologis t; ecologist; soil scientist; archeologist; cultural anthropologist, ethnographer, environmental scientist; economist; cost estimator; geographic information specialist; real estate estimator; real estate specialist; computer aided drafting and design (CAD D) technician and technical report writer. (c) Capacity to accomplish the work in the required time, including the ability to complete more than one task order at a time. (d) Past performance on previous contracts with respect to quality of work, cost control and compliance with performance schedules. (e) Demonstrated knowledge of locality specific to the Columbia, Snake, and Clearwater Rivers, their basins and tributaries. (f) Extent of participation of SB, SDB, and, if appropriate, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. (g) Volume of DOD contract awards in the last 12 months with the object of effecting an equitable distribution of DOD A-E contracts among qualified A-E firms. 5. SUBMITTAL REQUIREMENTS: A-E firms that meet the requirements described in this announcement are invited to submit two (2) copies of Standard Form (SF) 330 (6/2004 version), Architect-Engineer Qualifications, Parts I and II for the prime and all consult ants to the below address not later then August 16, 2007.
