Description
THIS PROJECT IS ADVERTISED ON AN UNRESTRICTED BASIS PURSUANT TO THE SMALL BUSINESS COMPETITIVENESS DEMONSTRATION PROGRAM. This project is a Best Value, two-phase design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request For Proposals (RFP) pac kage. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and us able facilities, as described in the RFP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those se lected offerors. Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two pha se of the Request for Proposals. A limited number of firms will be invited to participate in the second phase. Work will consist of the design and construction of consolidated facilities (multiple buildings in a corporate campus environment) to support US Southern Command (SOUTHCOM) headquarters activities. The headquarters will provide for effective command/control of future joint, coalition, and interagency operations with significant information technology, security and conferencing requirements. Req uired functional areas include: administrative space, access control with security layering, business operations centers for collaborative planning, command/emergency operations center, conference center, sensitive compartmentalized information facilities (SCIF), central mailroom, computer operations, training areas, break rooms and storage/warehousing areas. The project facilities will also include a medical clinic, physical fitness center, child development center, and a central mechanical plant potenti ally containing boilers, chillers, fire pumps, electrical supply and distribution, and standby generators for mission critical loads. Supporting facility elements include sewers (domestic and storm water); water, natural gas and electric service; fire pro tection and alarm systems; information technology systems infrastructures; parking, sidewalks, exterior lighting, landscaping and other site improvements. Antiterrorism and force protection (AT/FP) measures include building standoff distances, structural preventive collapse, laminated glass, lighting, vehicle barriers and control gates. Comprehensive interior design, including structural interior design elements shall be provided. Furniture; operations and maintenance; along with a Commissary and AFFES f acilities are included as optional contract line items. The estimated cost of the project is over $25,000,000. Note No. 1: EFFECTIVE IMMEDIATELY; the U.S. Army Corps of Engineers, Mobile District, is implementing a new procedure for posting all NEW solici tations. The Mobile District Electronic Bid Solicitations (EBS) system will no longer be used to post solicitations. The new system, called Federal Technical Data System (FedTeDS), is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. All prospective contractors and their subcontractors and suppliers must be registered in FedTeDS before they will be allowed to download solicitation information. Solicitation documents, plans and specifications will only be avai lable via the Federal Technical Data Solution FedTeDS Homepage https://www.fedteds.gov/. Registration for plans and specifications should be made via FedTeDS.gov Internet Homepage. The information listed below is required to register: a. If you are not registered, the United States government is not responsible for providing you with notifications of any changes to this solicitation. Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the FedTeDS system in order to be able to download the electronic files. The solicitation will be available only as a direct download. This solicitation will not be issued on CD-ROM. Neither telephonic, mailed, nor fax requests will be accepted. Registration should be completed one week prior to the issue date. It is therefore the Contractors responsibility to check this we b page daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications her eto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 4: For this job, a small business is defined as having average annual receipts of less than $31,500,000 for the past three years.
