Description
SOURCES SOUGHT: The Bureau of Reclamation, Central California Area Office has a requirement for a firm-fixed price contract, for the installation of Recreation Area signage at New Melones Lake/Resources, Sonora, CA. The NAICS code for this requirement is 238990, small business size standard of $13.0 M. The scope of work will involve digging post holes, attaching signs to posts, and installing signs in accordance with Reclamation Sign Standards. Reclamation will provide the signs, posts and mounting hardware. Technical Requirements are: The installation of signs within the New Melones Lake Project Area will be in accordance with the Bureau of Reclamation Sign Guidelines. No deviation from the Sign Guidelines will be made when installing the signs without the approval of the Contracting Officer's Representative (COR). All sign locations will be determined and marked by the COR prior to installation. Sign Posts - all sign posts will be 4"x 6" or 4"x 4" pressure treated Douglas fir as indicated on the sign table Sign Post Depth - All posts will be buried 36" below ground level Sign Post Backfill - Backfill will be compacted gravel or shale. The material removed from the dug post hole can be used for backfill if it consists of more than 50% rock. If the dirt removed is more than 50% sand, silt or clay, compacted gravel will be used to backfill the post hole. Sign Post Orientation - The sign will be attached to the 4" side of the post. Sign Height - The height above ground line for the bottom of each sign will be as indicated on the sign table. Any needed alterations to the height above ground line must be approved by the COR prior to installation. After a sign post is cut, the exposed cut will be coated with a suitable preservative and the cut side of the post will go below ground. Sign Lateral Clearance - Edge of the sign is a minimum of 6' from the edge of the road unless the topography does not allow it. Sign Canting - The sign is to be mounted at 93 degrees to the direction of, and facing, those they are intended to serve. This helps to reduce sun glare. When the sign is located on a slope, the sign will be angled for maximum visibility. The top edge of the sign is to be level. Post to Sign Attachment - The sign post will be attached to the sign so that the top of the post is one inch below the top of the sign and the outside edge of the post is just inside of the end of the radius. If the sign requires two posts, the edge of the post will be 4 inches from the edge of the sign. The purpose of offsetting posts is to ensure the edge or top of the posts will not be visible to oncoming traffic. Bolt Holes - Signs that have one post will require 2 drilled bolt holes. Signs that have two posts will require 4 drilled bolt holes. Bolts -The signs will be attached to the post using a carriage bolt, washer, and nut. The size of the fasteners will be 3/8", or ?", as indicated on the sign table. Bolt Attachment - The end of the bolt should not extend more than ?" past the nut. The exposed reads at the end of the bolt will be crimped or upset in a way that will not allow the nut to be removed. Work should be completed no later than October 31, 2007.
