- The Bureau of Reclamation's (Reclamation) Pacific Northwest Regional Office intends to a negotiate a sole-source advisory and assistance services contract with ETM Consulting (soon to be Synergy Northwest, LLC) of Beaverton, Oregon to support and improve the operations of the Federal Caucus. The NAICS code for this requirement is 541618; the activity description is "Other Management Consulting Services"; and the small business size standard is $6.5 million. Reclamation is one of eight Federal agencies, collectively known as the Federal Caucus, that has natural resource responsibilities under the Endangered Species Act (ESA) to coordinate a comprehensive, long-term strategy to restore threatened and endangered salmon and steelhead throughout the Columbia-Snake River Basin of the Pacific Northwest. A key responsibility of the Federal Caucus agencies is coordination of activities related to Biological Opinions for the Columbia River hydro system. NOAA Fisheries and the U.S. Fish and Wildlife Service have the lead in developing Biological Opinions to protect ESA-listed fish from jeopardy and formal recovery plans to guide their recovery. The three agencies with responsibilities for the Federal Columbia River Power System (FCRPS) are the U.S. Bureau of Reclamation, U.S. Army Corps of Engineers, and Bonneville Power Administration. They are collectively referred to as the "action agencies" (also known as the "FCRPS action agencies"). They carry out the actions under the Biological Opinions that are designed to protect ESA-listed fish affected by existence of the dams. There are 13 ESA-listed populations of Columbia Basin salmon and steelhead that migrate through the Columbia and Snake Rivers to the ocean and back. In addition to these fish, also referred to as anadromous, one Columbia Basin resident (non-migratory) fish, the bull trout, is also listed under ESA. The Federal Caucus agencies are committed to the recovery of these fish to sustainable levels. Reclamation has determined that ETM Consulting is the only reasonable source to advise and assist the Federal Caucus with its salmon recovery program based upon the following criteria: Knowledge of FCRPS operations in the Columbia-Snake River Basin, and its impact upon endangered and threatened fish; options for fish survival improvement throughout the range of species in the Columbia River basin; experience and past performance associated with the strategic planning efforts for endangered and threatened fish in the Columbia-Snake River Basin; experience and past performance in a high-level administrative position, and capability to interact successfully with the executives of Federal agencies; location in the general geographical area of Portland, Oregon; and price. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
