Description
The United States Geological Survey (USGS), Columbia Environmental Research Center, has a requirement for a high frequency, high resolution imaging sonar with tilt rotator, for the study of inter-jurisdictional fishes including paddlefish, shovelnose sturgeon and the critically endangered pallid sturgeon. Extensive capture and telemetry studies are underway with the primary objective to document and verify spawning behavior. Technology currently employed only allows for gross determination of movement and aggregation by fishes, without the ability to actually determine when and where the event occurred. The USGS requires the technology to visually verify that the targeted behavior has occurred in the deep and turbid water of large rivers. Direct visual or video observation using standard technology is not possible due to high turbidity, high suspended solids, and high bed load conditions where these fish live. The only technology that currently exists to identify and visualize fish behavior in real-time under these conditions is high-frequency, high definition imaging sonar. The U.S. Geological Survey, considers this specified requirement as a sole source to Sound Metrics Corporation, 15029 Bothell Way NE, Ste. 100, Seattle, WA 98155, because the DIDSON-Dual Frequency Identification Sonar is the only commercially available sonar system that meets the listed specifications and is capable of accomplishing the study specifications. The DIDSON is a dual frequency identification sonar or acoustic camera which provides almost video quality images in zero visibility and turbid environments. The equipment and technology are proprietary and are protected by several U.S. Patents. DIDSON is the only commercially available high definition imaging sonar on the market today. Other interested concerns having the ability to furnish these products at the same cost may submit a capabilities statement to the contracting officer USGS, PO BOX 25046, Denver Federal Center, Denver, CO 80225-0046 no later than the closing date of this requirement (07/26/2007) 4:PM MST. All submissions will be evaluated to determine if competitive opportunities exist; if no submissions are received by the above appointed time, the Government will proceed with a noncompetitive award without further notice. This is NOT a request for a quote (RFQ); the Government does not anticipate a written solicitation. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-04, effective 08 June 2005. No number notes apply.
