- SOURCES SOUGHT NOTICE: NAVAL FACILITIES ENGINEERING COMMAND WASHINGTON (NAVFAC WASHINGTON) IS SEEKING TO IDENTIFY POTENTIAL OFFERORS UNDER PROVISIONS OF THE SECTION 8(a) PROGRAM WHO ARE CAPABLE OF PROVIDING REGIONAL GROUNDS MAINTENANCE AND SNOW REMOVAL SERVICES TO NAVFAC WASHINGTONS AREA OF RESPONSIBILITY (AOR). THIS IS A MARKET RESEARCH TOOL TO DETERMINE THE AVAILABILITY OF SOURCES PRIOR TO ISSUANCE OF AN RFP. THIS ANNOUNCEMENT IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE NAVAL FACILITIES ENGINEERING COMMAND (NAVFAC WASHINGTON) TEAM, IMPLIED FOR OTHERWISE, TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. AN AWARD WILL NOT BE MADE ON OFFERS RECEIVED IN RESPONSE TO THIS NOTICE. IF THE SOLICITATION IS ISSUED, SOURCE SELECTION PROCEDURES WILL BE USED, WHICH WILL REQUIRE OFFERORS TO SUBMIT TECHNICAL EXPERIENCE, PAST PERFORMANCE, AND PRICE EVALUATION. SBA ENDORSED JOINT VENTURES OR TEAMING ARRANGEMENTS WILL BE ACCEPTABLE FOR THIS REQUIREMENT. THE GOVERNMENT IS NOT RESPONSIBLE FOR THE COST ASSOCIATED WITH ANY EFFORT EXPENDED IN RESPONDING TO THIS NOTICE. THE NAICS CODE FOR THIS PROPOSED PROCUREMENT IS 561730, LANDSCAPING SERVICES; SIZE STANDARD IS $6.5 MILLION. THERE WILL BE A 45 DAYS TRANSITION PERIOD TO FULL PERFORMANCE. IF AWARDED, THE CONTRACT WILL CONSIST OF A BASE PERIOD AND OPTIONS TOTALING 60 MONTHS OF PERFORMANCE AND TWO (2) ADDITIONAL AWARD OPTIONS TOTALING 24 MONTHS OF PERFORMANCE FOR A GRAND TOTAL OF 84 MONTHS OF PERFORMANCE. DESC: THE SUCCESSFUL CONTRACTOR, TO ANY FORTHCOMING SOLICITATION, SHALL PROVIDE ALL LABOR, SUPERVISION, MANAGEMENT, TOOLS, MATERIALS, EQUIPMENT, FACILITIES, TRANSPORTATION, AND INCIDENTAL ENGINEERING AND OTHER ITEMS NECESSARY TO PROVIDE GROUNDS MAINTENANCE, SNOW REMOVAL AND PEST CONTROL SERVICES AT VARIOUS FACILITIES LOCATED WHITHIN A 100-MILE RADIUS OF THE WASHINGTON NAVY YARD, WASHINGTON, D.C, BY MEANS OF A COMBINATION FIRM FIXED-PRICE AND INDEFINITE QUANTOTY CONTRACT. THIS IS A REGIONAL REQUIREMENT AND LOCATIONS MAY INCLUDE, BUT ARE NOT LIMITED TO: ANACOSTIA ANNEX, S. CAPITOL ST. SW, WASHINGTON, D.C, ARLINGTON SEVICE CENTER, 701 S. COURT HOUSE RD, ARLINGTON, VA, BOLLING AIR FORCE BASE (BAFB), 370 BROOKLEY AVE, WASHINGTON, D.C, NATIONAL NAVAL MEDICAL CENTER (NNMC), 8901 WISCONSIN AVENUE, BETHESDA, MD, NAVAL RESEARCH LABORATORY (NRL), WASHINGTON, D.C, NAVAL RESEARCH LABORATORY FIELD SITES: POMONKEY, MD, BLOSSOM POINT, MD, NAVAL SURFACE WARFARE CENTER, CARDEROCK DIVISION (NSWCCD), 9500 MACARTHUR BLVD, WEST BETHESDA, MD, NAVAL SURFCE WARFARE CENTER, DAHLGREN DIVISION (NSWCD), DAHLGREN, VA, NAVAL SURFACE WARFARE CENTER, INDIAN HEAD DIVISION (IHDIV/NSWC), INDIAN HEAD, MD, QUANTICO MARINE CORPS BASE, QUANTICO, VA, UNITED SATES NAVAL OBSERVATORY (USNO), 3450 MASSACHUSETTS AVENUE NW, WASHINGTON, D.C, WASHINGTON NAVY YARD (WNY), 901 M ST. WORK INCLUDES THE PERFORMANCE OF MAINTAINING IMPROVED, SEMI-IMPROVED, AND UNIMPROVED GROUNDS (MOWING, TRIMMING, EDGING, FERTILIZING, DETHATHING, WATERING, DEBRIS REMOVAL, UNDESIRABLE VEGATATION CONTROL), MAINTAINING AND REPAIRING IRRIGATION SYSTEMS, TREE, SHRUB, AND PLANT BED MAINTENANCE, POND MAINTENANCE, PLAYGROUND AND BALL FIELD MAINTENANCE (INCLUDING NCAA ATHLETIC FIELDS), AND SNOW AND ICE REMOVAL ON ROADS AND SIDEWALKS. PERSONNEL SHALL BE FULLY KNOWLEDGEABLE OF ALL SAFETY AND ENVIRONMENTAL REQUIREMENTS ASSOCIATED WITH THE WORK THEY PERFORM. IF WARRANTED, EVIDENCE OF ALL REQUIRED LICENSES, AS WELL AS DOCUMENTATION OF THE QUALIFICATIONS OF PERSONNEL, SHALL BE PROVIDED TO THE CONTRACTING OFFICER PRIOR TO THE AWARD OF THE CONTRACT. QUALIFICATIONS FOR EACH PERSON ASSIGNED TO WORK ON THIS CONTRACT SHALL BE MAINTAINED ON SITE BY THE CONTRACTOR AND SHALL BE PRODUCED FOR INSPECTION BY ANY GOVERNMENT REPRESENTATIVE. THE GOVERNMENT RESERVES THE RIGHT TO STOP ANY WORK BY THE CONTRACTOR IN ORDER TO DETERMINE THAT QUALIFIED INDIVIDUALS ARE PERFORMING WORK. STATEMENT OF CAPABILITIES SUBMITTAL REQUIREMENTS: THE STATEMENT OF CAPABILITY (SOC) WILL DETERMINE THE FEASIBILITY AND/OR BASIS FOR NAVFAC WASHINGTON'S DECISION TO ESTABLISH THIS REQUIREMENT AS A COMPETITIVE 8A SET-ASIDE ACQUISITION. INTERESTED FIRMS WHO QUALIFY IN ANY OF THESE CATEGORIES MUST SUBMIT A SOC, WHICH DESCRIBES, IN DETAIL, THE FIRM'S CAPABILITY OF PROVIDING REGIONAL GROUNDS MAINTENANCE AND SNOW REMOVAL SERVICES THROUGHOUT THE NAVFAC WASHINGTON AOR.
