- The Naval Research Laboratory (NRL) has a requirement for engineering and technical support services for onboard and offboard ongoing development and improvements to surface ship Electronic Warfare (EW) programs. This support is distributed across four areas: 1. Research test requirements, identify test resources, and provide technical assistance in the evaluation of the test and evaluation required to demonstrate EW system performance. 2. Participate in the development of systems and subsystems to improve the US Navy's shipboard EW programs. 3. Conduct research needed to identify EW sensor and engagement system and subsystem requirements to support the Aegis and SSDS Combat systems, and 4. Research alternatives and streamline documentation to support the acquisition decision process for the development of advanced EW systems. The anticipated period of performance is a basic award of twelve months with four 12-month options, if exercised. The anticipated level of effort is 20,800 for the basic contract and 20,800 for each option, if exercised. The place of performance shall be the contractor's facility. The incumbent contractor is Innovative Logistics Techniques at 2010 Corporate Ridge, 9th Floor, Mclean, VA 22101, contract number N00173-02-C-2014. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. This is not a solicitation. The actual closing date for proposals will be stated in the solicitation when issued.
