Description
Request for Information: Subject to final approval. The Department of the Treasury?s Bureau of the Public Debt (BPD), on behalf of the United States Access Board (ABA), intends to negotiate sole-source procurement with Washington Metropolitan Area Transit Authority for metrochecks and fare cards. The Government intends to award for a base period of one year and four option years. Mission: The United States Access Board is an independent Federal agency devoted to accessibility for people with disabilities. Created in 1973 to ensure access to federally funded facilities, the Board is now a leading source of information on accessible design. The Board develops and maintains design criteria for the built environment, transit vehicles, telecommunications equipment, and for electronic and information technology. It also provides technical assistance and training on these requirements and on accessible design and continues to enforce accessibility standards that cover federally funded facilities. ABA Background: 1973 The Access Board was created Several years after the ABA had become law, Congress observed that compliance had been uneven and that no initiatives to create Federal design standards for accessibility were underway. Clearly, one central agency needed to take charge of enforcing the ABA and ensuring development of design standards. The concept of such an agency began to take shape as Congress considered the Rehabilitation Act of 1973. Section 502 of this law created the Access Board, originally named the Architectural and Transportation Barriers Compliance Board. The Board was charged with ensuring Federal agency compliance with the ABA and proposing solutions to the environmental barriers problems addressed in the ABA. Nature and Description of Action: The United States Access Board requires metrochecks and fare cards for the public rail transportation service in the DC metro area including Maryland and Virginia communities. A sole source to Washington Metropolitan Area Transit Authority is intended for this order. No other known sources have access to the metrochecks and fare cards. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than seven days after publication of this notice. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the requirement, at terms more advantageous to the Government. A request for more information will not be considered an affirmative response. If no affirmative written response is received, that clearly demonstrates the ability to meet all the requirements, and that is more advantageous to the Government, we intend to negotiate a sole-source award to Washington Metropolitan Area Transit Authority.
