- US Department of Commerce/ National Oceanic and Atmospheric Administration intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and FAR 6.302-1. The proposed source is STANDARD & POOR?S SECURITIES, INC, NEW YORK, NY. The services being procured is detailed annual company information on company employer contributions to supplemental income for the preparation of annual income estimates; detailed quarterly company information on corporate profits and related measures for the preparation of quarterly corporate profits estimates. Quarterly updates of annual estimates of employer contributions to supplemental income are required and must be in the form of continuous annual time series. Weekly updates of quarterly corporate profits and related measures must be provided and these data must be in the form of continuous quarterly time series. The data is being used to develop and analyze income and related measures, corporate profits, corporate tax liabilities, dividends, and retained earnings. The following are data requirements: For income-related measures - 1. The database frequency is annual with quarterly updates. 2. The data are compiled from shareholders? reports of public and actively traded companies in the United States 3. The time period covered will be the first quarter through the fourth quarter for each year of the contract 4. The vendor will provide the following detailed company data series for income and related measures: - Employer contributions to pension plans - Employee contributions to pension plans - Liabilities of pension plans - Employer contributions to health plans For profits-related measures - 1. The database frequency is quarterly with weekly updates. 2. The data are compiled from shareholders? reports of public and actively traded companies in the United States 3. The time period covered will be the first quarter through the fourth quarter for each year of the contract. 4. The vendor will provide the following detailed company data series for corporate profits and related measures: - Sales - Profits before tax - Depreciation charges - Special charges - Dividends This notice is being published for information purposes only and is not a request for competitive quotations; however, any quotations received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
