The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Along with the SF-171 or OF-612, applicants shall provide a resume and three written references including contact information. PERIOD OF PERFORMANCE: September 2007 - September 2008 (extentions are applicable) 8. PLACE OF PERFORMANCE: DOS/INL/PA&E 9. JOB DESCRIPTION: See below I. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR ? The position supports the Bureau for International Narcotics and Law Enforcement Affairs, Office of Resource Management, Program Assistance and Evaluation Division in Washington, D.C. ? The incumbent supports the Division Chief with strategic analysis and implementation of organizational effectiveness initiatives for the bureau, including but not limited to program organization, project management, financial management, and acquisitions/logistics management. ? The incumbent's focus will include, but not be restricted to, ensuring that efficient and effective programs and. project policies and procedures that facilitate planning, development, implementation, and evaluation are in place and are in compliance with the Foreign Assistance Act, relevant OMB Circulars and other regulatory procedures and guidelines. 2. Duties and Responsibilities ? Assists the Division chief and other Bureau program managers in coordinating, planning, and conducting in-depth analytical studies on technical aspects of operational requirements to ensure that both geographic and geopolitical requirements are taken into consideration when making recommendations to senior managers on appropriate courses to follow. ? Makes recommendations to the Division Chief and other bureau program managers on how best to implement changes to improve performance with respect to projects and programs, assisting in the development of guidelines and standard operating procedures for policy, staffing, funding, and logistics and other administrative requirements. ? Assists the Division Chief in conducting analysis and evaluation of program organization, project management, financial management, and property management at domestical and overseas sites. ? Works closely with senior analysts and program officers in the development, maintenance and monitoring of integrated reporting system(s) affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control, and in developing guidance of both a technical and policy nature for staff members on management of complex projects and programs. ? Participates with others within the Division on development of a centralized, coordinated Bureau financial information system which would result in standardized financial information on specific projects between INL post operations, program offices, INL's senior management team, and all offices within INL/RM. ? Analyzes policy and technical documents; extracts information and summarizes to identify significant trends and issues; participates in working groups that develops and makes recommendations to senior level officers on appropriate course to follow on issues which affect over- all Bureau/Department policies. ? Attends project team meetings, and keeps staff informed on specific issues of interest on project, particularly with regard to costs, and requirements with respect to conformance to applicable laws and other regulatory guidelines. II. Minimum Qualifications ? U.S. citizen, eligible for a State Department security clearance. ? Extensive experience in the program and project management field, including specialized knowledge of international narcotics and law enforcement, or similar type, programs sufficient to ensure project work is in compliance with financial management policies and procedures and in conformance with the Foreign Assistance Act and other regulatory procedures and guidelines. Applicants must have at least four years experience in program management or related positions, one of which must be equivalent to theGS-13 level in the federal service. ? Ability to communicate effectively, both orally and in writing, and to interact with individuals at all levels. Desirable Qualifications ? A Bachelor?s Degree from an accredited institution in a field related to business or engineering. ? Ability to multi-task, working on and bearing responsibility for several simultaneous in country projects while keeping the overall program and bureau goals in perspective. ? Skill in using word processing, spreadsheet, and data base computer applications. Significant Microsoft Excel experience and expertise. III. Ranking Factors ? Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more importance public programs, e.g. international narcotics and law enforcement or related programs such as aviation support operations. Knowledge and understanding of the agency's goals and objectives, particularly as they relate to the operations of INL's programs as well as how they relate to and interact with provisions of the Foreign Assistance Act, the Director of Foreign Assistance planning process and the Bureau Strategic Plan. ? Knowledge of business and industry practices sufficient to evaluate, monitor, and maintain uniform management controls over the prime contractor's performance. ? Skill in writing and speaking in order to prepare, justify and defend proposals, and to advise program officials. ?Skill in interacting with other professionals and support personnel in order to provide assistance and to be able to makes informed recommendations on project issues. IV. CONTRACT PROVISIONS ? Security clearance at the Top-Secret level. ? The contract period should be for one year with options to extend for additional years, not to exceed five years. ? The contractor will be based in Washington, but may be authorized official overseas travel/temporary duty, as directed. ? Contractor relationships should cite James Walsh as supervisor. V. EVALUATION CRITERIA Factor 1 Offeror's ability to manage complex, multi-million dollar programs, and to effectively conduct in-depth analytic studies on technical aspects of operational requirements and make recommendations to senior managers on appropriate course to follow on specific projects. (30 points) Factor 2 Offeror's ability to develop, maintain and monitor integrated reporting systems affecting projects/programs with functions and operations that are extensively interrelated in the areas of international narcotics and crime control. (30 points) Factor 3 Offeror's ability to apply specific knowledge of projects and program planning in developing funding documents, and in making recommendations to senior staff on management of funds, both those allocated on domestic issues, but with particular emphasis on those allocated to international narcotics and crime control programs worldwide. (20 points) Factor 4 Offeror's ability to communicate effectively, both orally and in writing, and to interact effectively with others at all levels, in order to prepare, explain and defend complex program/project funding documents, and requirements with respect conformance to applicable laws and other regulatory guidelines, and advise contract and program officials. (20 points) VI. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. Relocation expenses may be paid. VII.
