Description
The Department of Veterans Affairs, Acquisition Operations Service in Washington, DC intends to procure a new Voice over Internet Protocol (VoIP) communication system integrated with a new digital/analog voice communication system distributed amongst five (5) remote nodes (Bldg 19, 18, 16, 15E and 15H). The node located in F building (Bldg 16) will be configured as the VoIP redundant system. Local Exchange Carrier (LEC) services shall be distributed between the VoIP system installed in Bldg 9 and the system installed in F building (Bldg 16) All systems will be referred to in this document, as the Private Branch Exchange ("PBX"). The PBX shall encompass all common equipment and peripheral equipment as specified in this document and any attachments thereto, necessary to install a complete VoIP/digital/analog voice communication system, etc. The PBX will be purchased to satisfy the VoIP/digital/analog voice requirements for the Department of Veterans Affairs Medical Center (VAMC) at the VA Hudson Valley Healthcare System (HVHCS) at Castle Point VA Medical Center (VAMC), NY and Poughkeepsie, Carmel and New City Outpatient Clinics (OPC), NY and shall be equipped with the most current software release available from the OEM at cutover. The proposed PBX system must be capable of integrating with the existing PBX at Montrose VAMC to establish multi-digit dialing and feature transparency. This procurement also includes upgrades to the existing PBX software/hardware at the Montrose VAMC which is a Siemens Hicom 300 Model 80 software release V 6.4 to accomplish an enterprise telephony solution. The basic requirement is for an on-premise, VoIP/digital/analog voice communication system with attendant console(s). Attendant console and/or PCs, with monitors and keyboards shall be provided and support automated directory access. Voice mail, speech-enabled automated attendant, Automatic Call Distribution (ACD) and call detail reporting are required. Voice over Internet Protocol (VoIP) functions must be supported for both trunks and end user devices. It is anticipated the solicitation will be available on or before July 27, 2007.
