- Air Force Institute for Occupational Health (AFIOH) at Brooks City Base, San Antonio TX is establishing the acquisition strategy for its Epidemiology Surveillance Division (SDE). This is not a Solicitation or a commitment by AFIOH to contract for the items identified herein. The Government will not pay respondents for information in response to this posting. The Government reserves the right to amend this strategy in any manner deemed appropriate. In no way does this posting obligate the Government. 1. PURPOSE/GENERAL INFORMATION: AFIOH is considering awarding a firm-fixed Price (FFP) Blanket Purchase Agreement(s) (BPA), also known as a cost per test, for reagent/test kits and support to perform infectious disease testing for the Immuno Diagnostic Section. The anticipated North American Industry Classification System (NAIC) code for this effort is ?325413- In Vitro Diagnostic Substance Manufacturing?. 2. BACKGROUND/DESCRIPTION: Market research is being conducted in order to identify sources that are capable of, or capable of teaming with other firms, to provide Immuno Diagnostic Section via BPA, estimated reagents/kits necessary to perform the following estimated analyte tests and volume of testing (usage): ANNUAL VOLUME OF TESTS/REAGENT KITS, ANALYTE: Herpes Simplex Virus Type-1- Specific ELISHA IgG 10,188 / 116, Herpes Simplex Virus Type-2- Specific ELISHA IgG 10,188 / 116, *Rickettsia IgM Antibody Profile IFA 780 / 11, Q fever (Coxiella burnetti) IgM IFA 780 / 11, Q fever (Coxiella burnetti) IgG IFA 780 / 11, Total: 22,716 265 * Rickettsia includes: Rickettsia rickettsii IgM IFA, Rickettsia typhi IgM IFA 2.1. All reagent kits must be FDA-approved and shall exhibit at least 95% sensitivity and 95% specificity. Upon request, sufficient reagents should be provided by the Vendor for in-house evaluation of each analyte. Following evaluation, each reagent shall exhibit at least 95% agreement with reagents currently in use in the Immuno Diagnostics Section. 3. INFORMATION REQUESTED: Interested parties are requested to respond with the following information via email by 24 July 2007: a. Recommendation regarding Small Business Set-Aside or Full-and-Open Competition and a brief explanation for rationale. b. Any questions or recommendations that could affect the Performance Work Statement. c. The technical capabilities of the potential offeror. Please remember that this is not a request for proposal. 4. ANTICIPATED SCHEDULE: The government anticipates award of this agreement in early September of 2007. 5.
