- Intent to Sole Source The Government intends to negotiate, on a sole source basis, a firm-fixed-price (FFP) acquisition with TTI/Vanguard. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Office of the Deputy Under Secretary of Defense (Science and Technology). This action is being processed under FAR 6.302-1, only one or a limited number of responsible sources, and solicited in accordance with FAR 12.602, Streamlined solicitation for commercial items. All inquiries must be sent electronically by July 23, 2007 by 11:00 am eastern standard time. Anticipated award date is July 26, 2007. The Government has a requirement for a senior executive to gain knowledge regarding emerging technologies that will develop in a timeframe of two to five years. The Government feels the most efficient way is through a series of conferences providing information on diverse fields such as: aerospace, financial, research, energy, software media, and healthcare. These fields will impact the needs of the Office of the Under Secretary of Defense in its mission that soldiers have the superior technology to support revolutionary capabilities. The five conferences held by TTI/Vanguard will involve senior leadership from both the public and private sectors in workshops, trips to leading research facilities, and access to reading material for 15 individuals that will guide participants in their understanding of breakthrough innovations expected to occur within 2 to 5 year timeframe. TTI/Vanguard is an Information Systems specific organization whose speakers are researchers in the public and private sectors. These conferences will be held in areas throughout the country as well as international sites in order to gain perspective from research from other countries. The period of performance of this effort is for one base year and one option year from date of award. Interested parties may identify their interest and capabilities by . This is NOT a request for competitive proposals. However, all information received will be considered by the Government. A determination by the Government not to compete this action based in this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
