- NAICS Code: 235310 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-07-00253 and is being issued as a Request for Quote (RFQ) in conjunction with the procedures in FAR Part 13, Simplified Acquisition Procedures. The United States Environmental Protection Agency (US EPA) is seeking vendors to upgrade the conference room for the Science Advisory Board (SAB). The North American Industry Classification System (NAICS) code is 238210. The Size Standard is $13 million. The anticipated contract type will be a firm fixed price. This requirement is a total set aside for Small Businesses. The following provisions and clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this solicitation. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-3, FAR 52.222-19, FAR 52.222-21, FAR 52.222-26, FAR 52.222-35, FAR 52.222-36, FAR 52.222-37, FAR 52.222-39, FAR 52.232-33, FAR 52.222-41 and FAR 52.222-42. All offerors shall include a completed Representations and Certifications based on FAR 52.212-3 within their proposal. As an alternate, vendors may complete this at the ORCA website, located at https://orca.bpn.gov/. Evaluation Factors: Quotations submitted in response to this solicitation will be evaluated on a best value basis. Technical quotes shall address all aspects of the Statement of Work. Offerors may provide resumes of proposed personnel to demonstrate technical capability. Quotations shall be due on July 26, 2007, at 3:00 p.m. EST. Quotations shall be sent via email to the above address and shall be no longer than fifteen (15) pages. Prospective offerors should contact the above either prior to, or after, proposals are sent via this method to ensure delivery. US EPA Science Advisory Board Conference Room Upgrade Statement of Work The Science Advisory Board (SAB), in the Office of the Administrator, seeks a highly qualified Video Teleconferencing (VTC)/audio and video engineering/integration firm capable of making improvements to its existing VTC System that will solve problems discovered over the past two years and enhance the room's capability to record program audio and video from VTC cameras and VGA signals from laptops and to have the recorded program in a useable format and available via the internet in real-time. The Room's problems have made meetings in this room difficult at to best. The room would be often used if the problems were solved. These known problems include dead spots in the coverage of the ceiling speakers and ceiling microphone pickups in along the room's perimeter, and low audio send levels on the VTC and as well with room levels. Both microphones and speakers are in the ceiling addressing these problems will take strong experience in such systems to make noticeable improvements. The Contractor shall design, purchase, integrate and test the equipment. When testing is completed and the system is operating successfully, the Contractor will train EPA staff to manage and used the new/improved system. A. Equipment Move The work will involve rack furniture elevation redesign, redressing the existing rack components and the addition of new rack furniture as necessary to accommodate new equipment. The current system is operated from a touch panel--programming of the touch panel controller will be needed to accommodate new equipment and to modify audio levels. The Contractor will need to work with government and private building services for electrical connections. B. Touchpanel Controls on existing panel in conference room 3705. To accommodate the additional microphones and modifications to change the number (increase) of microphones zones it is necessary to redesign the panel functions, visual and placement on the screen. This requires writing code to address the new devices and changes that are made to modify existing code one that are effected by the presence of new equipment. Additional changes include controlling the start and stop of video and audio recording device being proposed. Other changes may include arranging the visual icons more logically given the need to locate icons for the new equipment. The Contractor will explain, illustrate, discuss needed change with the Project Officer (PO), any permanent changes will be made with the PO's approval. C. Recording requirements EPA personnel shall be able to record video and audio for any meeting and to have access to the files on the intranet through a VGA/Video/Audio recorder. This task includes installation, programming, training, and all cables and connectors. D. Shotgun microphones Shotgun microphones 6 ceiling mounted, includes installation, programming, cables and connectors. E. Wireless Microphones Wireless microphones (4) and stands for conference table, includes installation, programming, cables and connectors. F. Speakers Speakers (6), Klipsch CDT-3650-C, includes installation, programming, cables and connectors. G. Maintenance Agreement for one year on existing audio visual equipment and system in SAB Conference Center EPA requires experience Video and Audio Engineering for servicing EPA's SAB Conference rooms--the equipment in these two adjacent rooms must be maintained and kept in fully operational condition at all times. Maintenance would include real-time preventative and on call systems testing, device calibration, repair or replacement/integration of any component, device, wire or wire connectors to be discovered not working. Loaner equipment may be required for critical components as needed to maintain operations. Specifically, EPA Requires: Preventative Maintenance: The Contractor shall provide a minimum of four preventative maintenance visits (one per quarter). Equipment will be adjusted, cleaned and tested individually and as a system during each visit. On Call Fix/Maintenance: The Contractor shall except calls for service from the EPA PO during normal business hours. 8:00 am - 5:00 pm. Phone response shall be within 2 hours and physical/on-scene response time to calls from EPA shall be within 24 hours. Loaner units: Contractor may be asked to provide loaner units, if available, for malfunctioning equipment repairs are going to exceed one week. Special Note: The cost of all parts, labor, and shipping to return the equipment to proper functionality for all equipment failing due to normal wear and tear shall be EPA's PO responsibility. The Contractor may recommend vendors/component options, seek and provide quotes and availability information to the EPA PO. The Contractor is not to purchase parts under this contract. Reporting: The Contractor will notify EPA PO in writing after each visit with his or her findings and the steps needed to keep the rooms operational. The EPA SAB rooms are located within EPA's Science Advisory Offices, 3rd floor, Woody's Building, 11th Street, NW, Washington D.C. The SAB Conference Room 1 (larger room) EPA conducts VTC calls, multimedia presentations, smart screen touch panel meetings, cable TV news and video viewing, and audio conference calls through a centralized control system housed in a specially built piece of in-room furniture. The SAB Conference Room 2 EPA conducts multimedia presentations and smart screen touch panel meetings.
