Description
NAICS Code: 541618 The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b), with Scientific Consulting Group (SCG) to provide technical support services for the U.S. EPA Environmental Technology Verification (ETV) Program for the Office of Research and Development (ORD), National Risk Management Research Center (NRMRL. The NAICS code is 541618. Based on the EPA's knowledge of technical support needed for the Statement of Work (SOW), SCG has developed an Internet-based database for the EPA, which is used to collect and report ETV information. The database is comprised of two parts, a back-end used to store data and an Internet-based front-end to allow users to input and edit data. The code used to develop the ETV internet-based database was written by SCG, with input from the EPA regarding data needs and desired functionality. The resulting database is a unique product and is not amenable to "off-the-shelf" modifications or maintenance by programmers lacking extensive familiarity with the database, its design, and the nuances of the code used to achieve the desired functionality. The circumstances of SCG's unique familiarity with the ETV database, its customized nature, and its current location (housed on SCG's server) preclude the possibility that another contractor could reasonably perform this requirement. However, any firm believing itself capable of meeting the EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to compete the proposed requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
