- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The California National Guard has a requirement for a maintenance service agreement for two emergency generators located at Camp San Luis Obispo in San Luis Obispo, Ca 93403. The contr act will be for a base year plus 4 option years. GENERATORS: (1) Cummins QSM11-G2, 300kW, SN 35733553 and (1) Olympian D150P6, 150kW, SN CNN500583. REQUIREMENTS: Materials and labor to service quarterly, annually, & every three year maintenance on two emergency generators. All work shall be in accordance with the installation, state, and Federal codes and laws. All work must be accomplished between 7:30 AM and 3:30 PM, Monday through Friday, except holidays. QUARTERLY SERVICES: 1) Check battery elec trolyte level and specific gravity. 2) Clean and tighten all battery cable connections. 3) Load test batteries. 4) Inspect air filters and radiator core. 5) Check radiator louvers for proper operation. 6) Inspect exhaust system for leaks and defects . 7) Check all fuel systems connections. 8) Check fluid levels, note the condition of coolant and add conditioner (if required). 9) Inspect generator and check controls. 10) Start engine and run under facility load if possible. 11) Test safety shutdow n systems. 12) Take oil sample for analysis or wear metals and other contaminates. 13) Inspect condition of engine drive belts and hoses. 14) Wipe down engine and clean area. 15) Submit written report of work done, repairs needed and problems found. A NNUAL SERVICES: 1) All items listed under quarterly. 2) Inspect air cleaners and replace if necessary. 3) Change water filter, if installed. 4) Change oil and oil filters. 5) Change fuel filters. 6) Test coolant for proper ethylene glycol and conditi oner concentration. 7) Includes the handling and disposal of hazardous waste oil and coolant. 8) Load bank testing, test generators under full load. ONCE EVERY THREE YEARS: 1) Replace all rubber coolant hoses. 2) Replace engine drive belts. 3) Inspec t turbocharger. 4) Drain, clean and fill cooling system. Replace coolant. 5) Replace thermostat(s) and gaskets. 6) Replace lead acid batteries. Additionally, hourly wages and emergency service call-out rates must be provided should any repairs above an d beyond routine maintenance be required. Quotes must include any travel and mileage charges to and from job site. Simplified Acquisition Procedures will be utilized. All vendors must be registered in the Central Contractor Registration (CCR).
