- PLEASE NOTE: THIS IS A SMALL BUSINESS SET-ASIDE. This is a combined synopsis/solicitation for a commercial item prepared in accordance with Federal Acquisition Regulation (FAR 12.6) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. AMCOM intends to evaluate offers and award a contract without discussion with offerors. However, the Government reserves the right to conduct discussions if later it is determi ned by the contracting officer to be necessary. Therefore, offerors initial offer should contain their best terms from a price and technical standpoint. All prosepective offerors must be actively registered in the Central Contractor Registration (CCR) system. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html. The solicitation consists of 2 contract line items, one for the item described below, quantity of one, and one for freight charges, FOB Destination, Tobyhanna, PA. Salient Characteristics - Desert Conditioning Chamber Temperature Range: 68 degrees Fahrenheit to plus 160 degrees Fahrenheit plus/minus 2 degrees Fahrenheit. Humidity Range: Controllable to 30 percent Relative Humidity. Humidity (RH) in the 20 to 30 percent temperature range of +68 degrees Fahrenheit to plus 160 degrees Fahrenheit plus/minus 3 percent RH. User friendly Programmable controller (Touch screen preferred) Heating, cooling, humidity, dust/sand dosage, dust/sand density programmable as a function of time. High/low temperature failsafe. Single stage refrigeration system (If refrigeration required). Chart recorder (paperless preferred) or some means of capturing test data. Main power disconnect. Electrical requirement - 460v 3 ph 60 hz. Maximum Footprint - 9 feet high x 16 feet wide x 6 feet deep. At a minimum One 1-inch diameter (minimum) port with silicone plug. Large door- 24 inches x 24 inches minimum size (for easy loading) with dust tight seals, lockable. Observation window with wiper with exterior operation for cleaning the inside window pane. Shelf for specimen. Low Water cutoff. Test Specifications Chamber must be capable of meeting test requirements in MIL-STD-810 Method 510.4 Procedure I, Blowing Dust, Procedure III, Settling Dust (minimum) & Procedure II Blowing Sand capability also desired if available. Automatic Restart after power or water interruption resuming where it left off in the test cycle. Price to include Shipping/Handling, Freight and Installation/start-up/training. Inspection and acceptance to be performed at destination. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. An evaluation shall be performed to determine if each offer is technically acceptable.
