- This Sources Sought Synopsis is a revision of the previous of 12 July 2007. This is not a Notice of Solicitation. The Walla Walla District Corps of Engineers is issuing this notice to determine if there are an adequate number of interested business concerns capable of providing Professional Services for Biological Studies in the Snake and Columbia River Basins. This requirement is being solicited through full and open competition. NAICS code 541710 applies with a size standard of 500 employees. The Government intends to make multiple awards of indefinite-quantity, indefinite- delivery contracts under a single solicitation to two or more sources. The contract term is expected to be one base year and four optional years with a multiple contract ca pacity of $45 million over the five year period. The maximum dollar capacity will be shared among all awarded contracts. Awardees will be provided fair opportunity to be considered for orders issued under multiple task order contracts in accordance with the Federal Acquisition Regulation Subpart 16.505. Work includes conducting biological evaluations, continuing ongoing studies, and responding to the most recent Biological Opinion from the National Marine Fisheries Service. Most of the work conducted under the previous contracts has been focused on the p assage of adult and juvenile salmonids and lamprey at hydroelectric projects, and resident fish. Future work is anticipated to occur throughout the Northwest, including but not limited to the Columbia, Snake, and Willamette Basins, estuaries and near-shor e ocean environment, Lake Washington, Puget Sound, and tributaries. Specific studies will be set forth in individual task orders that will include a description of the work to be provided for that particular order. Proposals will be evaluated on criteria specified in the solicitation. The specific occupational disciplines that will be required include, but are not limited to: Program Manager, Senior Biologists, Senior Scientist, Biologist, Research Scientist, Senior Research Scientist, Biometrician, Seni or Biometrician, Engineer, Engineer 2, and Senior Engineer. To give respondents a representative look at the type of research likely to be conducted in future years, a partial list of biological studies conducted by the Walla Walla District in 2005 and 2006 is available at the following Corps website: http://www.n ww.usace.army.mil/planning/ep/fishres/newmain.html. Included are abstracts from the 2005 annual research review and example reports from previous years of research. The RFP will be issued on or about 16 Aug 2007 under RFP W912EF-07-R-0023. No hardcopies of the solicitation will be provided.
