- NASA/ARC has a requirement for one (1) fiscal year 2007 membership in the Center for Advanced Life Cycle Engineering (CALCE) Prognostics and Health Management (PHM) Consortium. NASA/ARC intends to purchase this membership from the University of Maryland of 2181D Glenn Martin Hall, College Park, Maryland, 20742-5100. This membership includes the following: 1. Provide proven prognostic sensors and in-situ monitoring strategies for cost effectively recording environmental, operational, and performance parameters of new and legacy systems. 2. Provide proven models and algorithms for "health" and remaining-life assessment. 3. Provide methods to integrate cost effective prognostics with other technologies (RFID, logistics, Net-centric databases) for new and legacy systems. 4. Provide maintenance and logistical support methods that incorporate prognostic outputs. 5. Provide a solution to the CND, NFF, NTF, intermittent problem. 6. Provide techniques for self-healing and system reconfiguration based on prognostics outputs. 7. Document best practices in the use of prognostic outputs for future designs and qualification planning. 8. Provide software to assess the return-on-investment opportunities of prognostics. The contractor must meet the following requirements: 1. Perform research and development on the application of prognostics and health management to complex electronic products and systems, as well as systems-of-systems. 2. Provide estimation of remaining useful system life in terms that are useful to either the maintenance decision making process or the improvement of product design and reliability. 3. Place members at the forefront of prognostics and health management, guide the research efforts, have access to all materials, and receive all research results. 4. Provide deliverables that result from the research projects. Deliverables shall take the form of algorithms, methodologies, experimental data, case studies, and technical reports. The Government intends to acquire a commercial item using FAR Part 12. Interested parties may submit a written capabilities statement to Jason L. Koski no later than 12:30 PM PST on 07/23/2007. Please reference NNA07211410Q-AMJ in any response. Such capabilities will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
