- Description
- The Veteran's Affairs - I.T. Acquisition Center has a requirement for a software license agreement for Norton McAfee Anti-Virus and Anti-Spy ware and Anti-Spam protection, software for a period of one base year, with one option year. The software is currently deployed throughout the VA Infrastructure. To install another type of license, new hardware will be required as well as testing to determine viability on the VA network before deployment is started. The criticality of the architecture makes it necessary to test all major applications before deployment begins. Some sites will require as long as three to six months time frame for testing of new applications. The VA is almost at the end-of-life cycle for the Anti-virus, Anti-spy, Anti-spam protection to effectively secure the VA network. New hardware would be cost prohibitive. The new licensing is required on or before 08/31/2007. McAfee software is designed to control viruses and spam on the second largest network in the federal government. The estimated value of purchasing the software licensing agreement was estimated at $1,933,960.00. This action is to justify the use of a Brand Name Description as described in FAR 6.302-1(c), Application for Brand Name Description. McAfee licenses can be purchased from a number of agent contractors at a variety of prices. This product will be solicited utilizing the National Aeronautics and Space Administration (NASA) Scientific and Engineering Workstation Procurement (SEWP) IV contracting system as specified by VA directive. Responses to this notice must be in writing and must be received by 12:00 pm CST on July 11, 2007. Third party firms will be considered only if responding with clear and convincing evidence that the Government will avoid additional cost of ownership and production will not be affected if non-McAfee software is purchased. The determination to open brand name competition based on responses is solely within the discretion of the Government. No additional synopsis information will be published, and a solicitation will only be issued to SEWP IV contract holders, regardless of the Government's brand name decision.
