- This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in La Jolla , CA intends to charter a boat to conduct rockfish survey in California . The period of performance is from September 1, 2007 through December 31, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. The known source is Outer Limit Sport Fishing. The project specific mounting poles and hull mounts for transducers are required, the R/V Outer Limits has mounting poles and hull mounts installed. Background: This contract will serve two projects. The first will implement acoustic and ROV survey techniques for rockfish on hard bottom habitat. This project will improve species composition data for use in monitoring the recovery of bocaccio, cowcod and other depressed rockfish species. We will use a chartered vessel (M/V Outer Limits) to augment data obtained on NOAA David Starr Jordan ROV video observations will be used to ground truth habitat type and species composition. These objectives will address the ?increased monitoring of marine reserves and other areas of restricted fishing in order to gain information on current reserves that might be applicable to other species in other areas? requested by PSMFC. They will also contribute new data to the cowcod assessment which is currently managed as a data poor species under Magnuson-Stevens Fisheries Management Act. The most recent stock assessment indicated that direct non lethal surveys are required to monitor the recovery of cowcod, Sebastes levis, in the Cowcod Conservation Area. White abalone is listed as endangered under ESA and the National Marine Fisheries Service is responsible for monitoring wild populations. The second project will survey remaining populations of white abalone in California. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to Outer Limit Sport Fishing without further notice.
