- The Air Force Research Laboratory Information Directorate Rome NY intends to solicit and negotiate a sole source purchase order under the authority of 10 USC 2304(c)(1) or FAR 6.302-1 with Digital Receiver Technology Inc, 20250 Century Blvd, Suite 300, Germantown, MD 20874 for the purchase of the following items: ITEM 1: ANTENNA RANGE KIT QTY: 3 P/N: DF20C/EFR-2 DESCRIPTION: 30MHZ-400MHZ EXTENDED FREQUENCY RANGE KIT. ENABLES DF20C TO CONDUCT DIRECTION FINDING AGAINST LOWER FREQUENCIES. INCLUDES 6 LONG ANTENNA ELEMENTS, TRIPOD MOUNT, CABLES, AND SMA CABLE INTERFACE BOX. ITEM 2: DF ANTENNA SYSTEM QTY: 3 P/N: DF20C DESCRIPTION: INCLUDES 400 MHZ TO 2 GHZ DIRECTION FINDING ANTENNAS (NINE 3-INCH ANTENNA ELEMENTS AND FOUR 12-INCH ANTENNA ELEMENTS), DRT DIRECTION FINDING SOFTWARE, PINPOINT GEOLOCATION SOFTWARE, DIRECTION FINDING MANUAL, GPS ANTENNA, AND 25 FOOT CABLE. ITEM 3: RECEIVER SYSTEM QTY: 1 P/N: DRT1202B024/PRS DESCRIPTION: PORTABLE RECEIVING SYSTEM. WIRELESS RECEIVER WITH CAPLES, LAPTOP, ANTENNA, MANUAL, SPARE HARD DRIVE, HEADPHONES, AND EMBEDDED GUI SOFTWARE FOR ALL SUPPORTED WIRELESS FORMATS. PROVIDES 2 RF TUNERS (20-300 MHZ COVERAGE) AND 96 CHANNELS OF PROCESSING. INCLUDES DC POWER ADAPTER, AND STANDARD TWO (2) YEAR WARRANTY. ITEM 4: WIRELESS RECEIVER QTY: 2 P/N: DRT1202B-024 DESCRIPTION: PORTABLE WIRELESS RECEIVER WITH CABLES, ANTENNAS, MANUAL, SPARE HARD DRIVE, HEADPHONES, AND EMBEDDED GUI SOFTWARE FOR ALL SUPPORTED WIRELESS FORMATS. PROVIDES TWO (2) RF TUNERS (20-3000 MHZ COVERAGE) AND 96 CHANNELS OF PROCESSING. INCLUDES DC POWER ADAPTER AND STANDARD TWO (2) YEAR WARRANTY. Though this notice of intent is not a request for competitive proposals, information received by the response date of this solicitation will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. The NAICS code is 334220. Sole Source Justification AFRL/IFEC has existing DRT systems in use for research and development under in house efforts such as Network Centric Exploitation and Tracking (NCET) and Simulated Communications (SIMCOMM). The new system must interact with the existing equipment due to proprietary software programming and interface logic between the software and hardware. If another system were to be procured for use with the existing DRT software and hardware, the Government would incur an inordinate amount of effort and cost to design and configure software and software to hardware interfaces. Due to the proprietary software and interface mechanisms, to use another brand system would require extensive research, testing, and development to achieve compatibility. The proposed source, Digital Receiving Technology, is the only known source that can manufacture and distribute a wireless receiving system which meets this Government requirement.
