Description
The U.S. Department of Agriculture, Farm Service Agency, in tends to exercise its second option for a contract for COTS Software provided by Marshall & Swift used by the USDA Certified Appraisers. This requirement is required under the provisions of the Food, Agriculture, Conservation and Trade (FACT) Act of 1990. However, companies believing they can meet the stated requirements are encouraged to submit supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested sources must submit demonstrative supporting evidence by fax or email to the address listed below no later than 30 calendar days from the date of this announcement. Responses must include technical statements and other material in sufficient detail to demonstrate the respondent's ability to meet the requirements stated in the announcement. Further, responses should include the firm's Dun and Bradstreet number (DUNS) and TAx Identification Number (TIN). Finally, firms should identify themselves as either a small business or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 541511 which is $23 million averaged annual revenue. This is a Notice of Intent only and not an announcement of a solicitation. The Government will not pay for any materials furnished in response to this synopsis. BACKGROUND: The USDA Farm Service Agency has a requirement for continued maintenance and support for USDA Certified Appraisers. The Food, Agriculture, Conservation and Trade (FACT) Act of 1990 provides farmers with every possible advantage when the farm is at risk. The Farm Service Agency (FSA) assures all possible restructuring combinations are considered for the borrower, which will minimize loss to FSA and the Agency. Providing accurate and up-to-date appraisals for farm and residential properties is only one method in securing the best possible interest to the Government. Agency appraisers have been using the Marshall & Swift software to estimate building replacement costs for many years. many times the agency will take as security on a loan, liens on farmer's residential properties and commercial properties as well as the agricultural property. Marshall & Swift provides this replacement cost for builidngs, fixtures and other needed information to the appraisers when they are completing the replacement value approach of the appraisal documentation. This purchase includes the Agricultural/Commercial estimator as well as the REsidential estimator package. Both packages are COMMERCIAL OFF-THE-SHELF software. The automated version of the software is being utilized by both the Farm Service and Rural Development agencies and has been certified through the County Based Agency's Common Computing Environment (CCE) lab. REQUIREMENTS: COTS Software provided by Marshall & Swift, 80 licenses for Residential Estimator and 80 licenses for Commercial & Agricultural estimators.
