- Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", The U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) is planning to issue a sole-source purchase order to provide the Department of Energy (DOE) National Nuclear Security Administration (NNSA) a comprehensive flight management system for government flight operations by subscription to Computing Technologies for Aviation, Inc. (CTA) for Flight Operations System (FOS) software. The Contractor shall also provide software training and support. The NNSA has been using this software since 2004. The current subscription expires July 28, 2007. Computing Technologies for Aviation, Inc (CTA) is the only seller of Flight Operations System (FOS) software that is compatible with the existing data that is required for the NNSA to be in compliance with FAA requirements. No other company is responsible or capable of providing the required service for FOS timely and cost effectively. The use of any other company for a similar system would require the purchase, installation, training, and maintenance of a whole new system that would not provide a cost savings to the Government. The NAICS code associated with this procurement is 511210, size standard of 21.0 million. The basic period of performance is anticipated to be one year with four one-year option period(s). The anticipated start date of performance is 29 July 2007. The total estimated value of the basic period of performance is $17,700, the estimated value of all option period(s) is $70,800, and the estimated value of the total action is $88,500. The sole source procurement is expected to be awarded on or about July 26, 2007. Accordingly, DOE intends to conduct this sole source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1, in accordance with 41 U.S.C. 253(c)(1), and no other sources will be considered. A public solicitation will not be available. This notice satisfies the requirement of FAR Part 5 for publicizing contract opportunities. Firms wishing to challenge the sole-source decision must submit a letter of interest, referencing No. DE-AF52-07NA28293, to DOE demonstrating the firm???s ability to provide the equivalent items as described above. Firms shall also indicate whether or not they are a small business, small business women-owned, small disadvantaged business, or and 8(a) small business concern. Interested parties must provide rationale, including pricing, why they should be considered. All feedback received will be taken into consideration, however the agency reserves the right to not utilize the comments or any other information provided.
