- NOTIFICATION OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER for The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA), Office of Program Services (OPS). The purpose of the project is to obtain performance outcomes from a pilot homelessness prevention program being conducted by the Coalition for the Homeless in the District of Columbia. Specifically the outcomes would address whether dispute resolution/conflict mediation is effective when applied at the moment of shelter entry as an intervention to forestall homelessness for those at imminent risk of losing their housing and does it help clients create plans that will prevent homelessness and reduce the length of shelter stays. Homelessness has been a SAMHSA priority since its inception. SAMHSA supports programs to assist people with mental illness or substance abuse who are homeless in obtaining treatment and other crucial services, such as primary health care, mental health and/or substance abuse treatment, housing, legal assistance, entitlements, and other supports, to assist them in making the transition from homelessness. SAMHSA would like to develop the evidence based on the implementation and outcomes of dispute resolution and conflict mediation and track over a brief period of time the outcomes individuals experience who receive the services. The project has two components: collection and analysis of information on all 50 individuals receiving the services and more in-depth information on services received and the immediate and longer-term outcomes of the process for a sub-sample of the individuals. The project will be conducted over a seven month period. Interested parties possessing these required capabilities should submit a cover letter, along with their capability statement, demonstrating the ability to perform all aspects of this requirement. Responses must include: the contractor?s name and business address; the name, phone number and e-mail address of a point of contact; the contractor?s Tax Identification Number and DUNS number (so the Government can verify that the firm is registered in the CCR); a list of previous contracts for similar type requirements; and any company literature or brochures that may be relevant. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. Small business concerns (including small businesses, small disadvantaged businesses, HUBZone small businesses, woman-owned small businesses, veteran-owned small businesses, etc.) are encouraged to review this notice. A determination by the Government not to compete the proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be disregarded.
